What was Operation Rolling Stone?
CSO reported that the U.S. Secret Service announced the arrests as part of an initiative to break up online markets for stolen personal information. The story said 21 people had been arrested in the United States and Britain over the preceding three months. Those figures and the arrest details are claims in CSO’s 2006 account, which attributed key reporting to The New York Times; they are not independently confirmed here. Read CSO’s report.
Where did the arrests take place?
According to the report, Tuesday’s arrests took place in California, Florida, Illinois, Pennsylvania, and Washington, as well as the District of Columbia. CSO’s correction specifies that seven people were arrested in five states.
What were the reported charges?
CSO said the reported charges involved identity theft, credit-card fraud, and access-device fraud. The article said the arrestees’ names had not been released at the time it was published.

What did the report say about payment-card breaches?
The story said some people arrested were connected to large-scale data breaches in which hundreds of thousands of debit-card numbers and PINs were reportedly exposed. It did not identify the specific source of those breaches. CSO also reported that some banks and financial institutions, including Bank of America and Citigroup, reissued payment cards.
How did the report describe the scale of the effort?
CSO compared Operation Rolling Stone with Operation Firewall, which it said dismantled Shadowcrew.com in 2004. The description of Rolling Stone as the most widespread federal effort against purveyors of stolen personal information since Firewall was attributed to The New York Times. The report quoted Secret Service spokesman Jonathan Cherry describing the targets as “online criminal enterprises that threaten our financial infrastructure.” Gregory Crabb, an investigator with the U.S. Postal Inspection Service’s International Affairs Group, was quoted as saying, “You’re really only taking an ice pick to a glacier.” CSO relayed both quotations through its account of The New York Times reporting.

The article is a historical report of arrests, not a record of later court proceedings. It does not establish the defendants’ names, case numbers, final outcomes, or which specific breach was involved.
