Why Tamil Nadu Used ரூ Instead of ₹ in Its 2025–26 Budget Logo

Tamil Nadu’s 2025–26 Budget logo used ரூ instead of ₹, prompting a political dispute over language policy and the rupee sign’s national significance.

Tamil Nadu’s 2025–26 Budget logo used the Tamil lettering ரூ (“Ru”) where the Indian rupee sign ₹ might otherwise have appeared. Chief Minister M.K. Stalin said the choice showed the state’s commitment to its two-language policy. Union Finance Minister Nirmala Sitharaman criticized the omission, describing the rupee sign as a national symbol. The dispute concerned a state Budget logo—not a change to India’s currency or its official symbol.

What changed in the Budget logo?

The logo for Tamil Nadu’s 2025–26 Budget used ரூ in place of ₹. Contemporary reports describe ரூ as the Tamil letters or symbol for “Ru”; they do not establish that the official rupee sign itself was changed.

Finance Minister Thangam Thenarasu presented the state’s 2025–26 Budget Estimates to the Legislative Assembly on 14 March 2025, according to the Government of Tamil Nadu’s Budget speech. Contemporary coverage reported that Stalin released the logo and later defended its design.

Why did Stalin defend using ரூ?

Stalin said the logo demonstrated Tamil Nadu’s commitment to its two-language policy, as reported by Deccan Herald on 16 March 2025. That is the reason he gave for the design; it should not be treated as an independently established motive or effect.

The policy context here is Tamil Nadu’s stated two-language approach. The Budget-logo reports do not make the logo itself evidence about a separate dispute over the National Education Policy’s three-language formula.

Why did Nirmala Sitharaman object?

Union Finance Minister Nirmala Sitharaman criticized removing ₹ from the state Budget documents, framing the rupee sign as a national symbol. Scroll.in’s 17 March 2025 account reported the criticism alongside Stalin’s defense.

The two positions make different claims about what the logo signifies: Stalin linked it to language policy, while Sitharaman emphasized the national status she assigned to the rupee sign. Those are political interpretations, not demonstrated consequences of the logo choice.

Did Tamil Nadu replace India’s official rupee symbol?

No change to the official symbol is established by the reports about the Budget logo. The Government of India’s Press Information Bureau says the Union Cabinet approved the Indian rupee symbol on 15 July 2010, following a public competition. The government described the symbol’s purpose as standardizing the expression of the Indian rupee across languages and enabling its use in electronic and print media: “Symbol for Indian Rupee approved”.

The PIB also identifies “rubai” as a Tamil name for the rupee. That background does not settle the political disagreement over how a state Budget logo should represent the currency.
