Chelsea (£333 million), Manchester United (£323 million) and Liverpool (£314 million) were the other clubs above £300 million. These are reported costs for all staff, not a clean measure of player-only salaries.
What the 2020/21 wage-bill figures measure
“Wage bill” can suggest players’ salaries alone, but Swiss Ramble’s account-based figures include all staff, including administrative, commercial and stewarding employees. Performance bonuses can also raise a club’s reported costs. The totals therefore compare reported staff wage costs, not simply first-team payrolls.
There is no single reconciled ranking in the sources cited here. Swiss Ramble provides detailed, caveated figures for the top eight; Feedinco publishes a broader table, but its retrieved page does not explain its accounting basis and its figures differ for some clubs. Keep the sources separate rather than combining them into one league-wide ranking.
Swiss Ramble’s account-based comparison
| Rank in this comparison | Club | Reported wage costs |
|---|---|---|
| 1 | Manchester City | £355m |
| 2 | Chelsea | £333m |
| 3 | Manchester United | £323m |
| 4 | Liverpool | £314m |
| 5 | Arsenal | £238m |
| 6 | Tottenham Hotspur | £205m |
| 7 | Leicester City | £192m |
| 8 | Everton | £183m |
These are Swiss Ramble’s figures from 2020/21 club accounts, rounded to the nearest million in the cited comparison. The ranking shows a clear break after Liverpool: Arsenal’s reported £238m was £76m below Liverpool’s £314m.

Some clubs’ reporting periods differed. Where an account covered 11 months after a preceding 13-month period, Swiss Ramble annualised the figures to make the comparison more consistent. Annualisation helps with period length but does not turn the figures into a standardised measure of player pay.

Feedinco lists 19 clubs, including Fulham, but omits Norwich City, who also competed in the 2020/21 Premier League. Its table is therefore incomplete for the season and should not be presented as a definitive ranking of every club. Its totals also diverge from Swiss Ramble’s: for example, Feedinco lists Chelsea at £309.1m against Swiss Ramble’s £333m, while its Arsenal figure is £239.8m against £238m.

Deloitte reported that Premier League clubs’ wage costs rose 5% to £3.5bn in 2020/21, while wages equalled 71% of league revenue. Deloitte also reported an 8% increase in revenue to £4.9bn. These are league-level figures from Deloitte’s analysis, with a scope that should not be assumed to match the sum of a secondary-source club table.

The pandemic and the timing of broadcast income complicate year-on-year comparisons. Deloitte said clubs played a significant proportion of matches behind closed doors or with reduced capacity during the season, causing an almost complete loss of matchday revenue. It also noted that £330m in broadcast rebates had suppressed 2019/20 revenue and that some broadcast income was deferred into the 2020/21 financial period. As Deloitte’s Sports Business Group lead partner Tim Bridge put it on 18 August 2022, “Clubs across Europe played a significant proportion of matches behind closed doors or with reduced capacity during the 2020/21 season which caused an almost complete loss of matchday revenue.”
