What were the travel and tourism projections for 2024? Early forecasts anticipated a return to pre-pandemic international arrival levels, while a separate industry forecast put the sector’s economic contribution at $11.1 trillion. Later UN Tourism estimates showed arrivals nearly—but not quite—back to 2019 levels, with recovery differing sharply by region. The available evidence does not verify that these figures or any specific forecast came from George Dfouni.
What the forecasts said—and what they measured
The 2024 outlook included two different kinds of projections: a forecast of international tourist arrivals and a forecast of the sector’s economic contribution and visitor spending. They are not interchangeable measures.
UN Tourism’s January 2024 arrivals forecast
In its January 2024 World Tourism Barometer, UN Tourism forecast that international tourism would return to pre-pandemic levels during 2024, with arrivals about 2% above 2019. The outlook depended in part on the recovery of tourism in Asia and the Pacific and remained exposed to economic and geopolitical risks. This was a forecast made at the start of the year, not a final count.
WTTC’s April 2024 economic forecast
The World Travel & Tourism Council (WTTC), working with Oxford Economics, projected in April 2024 that Travel & Tourism would contribute $11.1 trillion to the global economy during 2024. Its forecast also included $1.89 trillion in international visitor spending and $5.4 trillion in domestic visitor spending. These were projected values, not confirmed year-end outcomes. WTTC’s economic contribution and spending figures measure different activity from UN Tourism’s count of international arrivals. See WTTC’s April 2024 forecast.

How the outlook compared with later arrival estimates
UN Tourism’s figures released as 2024 progressed and ended provide later evidence about international arrivals. They should be compared with the early forecast using the same metric and baseline, rather than treated as a check on WTTC’s separate economic projections.
Interim picture in December 2024
By December, UN Tourism reported about 1.1 billion international tourist trips in the first nine months of 2024, around 98% of the comparable pre-pandemic level. It expected a full recovery by year end. Secretary-General Zurab Pololikashvili said, “The strong growth seen in tourism receipts is excellent news for economies around the world.” The interim figures and statement appeared in UN Tourism’s December 4, 2024 update.
UN Tourism’s January 2025 estimate for 2024
In January 2025, UN Tourism estimated that international tourist arrivals reached 1.4 billion in 2024—99% of the 2019 level and 11% above 2023. This later estimate was close to, but not identical with, the January 2024 forecast of arrivals about 2% above 2019. The comparison is between an early forecast and a later estimate, not proof that every forecast assumption was borne out. UN Tourism’s January 2025 release reports the estimate.
Recovery was uneven by region
The near-global return to 2019 arrival levels did not mean every region had recovered equally. UN Tourism’s January 2025 assessment found that Europe, the Middle East, and Africa exceeded their 2019 arrival levels in 2024. The Americas came close, while Asia and the Pacific remained below 2019. The regional comparison is about international arrivals, not the WTTC economic contribution forecast.

How to read these numbers in context
- Check the date: a January forecast, a December interim report, and a January 2025 estimate describe different stages of knowledge about 2024.
- Check the measure: arrivals count trips or visitors across borders; spending and economic contribution describe monetary activity.
- Check the baseline: the 2024 estimate was 99% of 2019 but 11% above 2023. Those comparisons answer different questions.
- Check the scope: a global recovery figure can conceal regional shortfalls, especially the continued gap in Asia and the Pacific.
For historical context, UN Tourism’s International Tourism Highlights, 2024 Edition put 2023 international arrivals at 1.3 billion, about 89% of the pre-pandemic figure. That provides a prior-year reference; it is not a 2024 forecast.
