In parimutuel betting, wagers of the same type are pooled, applicable deductions are taken out, and the remaining money is distributed among winning bets. The odds shown before betting closes are provisional: the final payout depends on the pool and the amount wagered on the winning selection, as well as the rules for that wager and jurisdiction.
How a parimutuel pool works
A pool is the total money wagered on a particular type of bet. After applicable deductions, the amount left is the net pool available for payouts. The Autorité de la concurrence explains that horse-race odds and winnings depend on both the total pool and the size of bets placed (its explanation of how horse odds work).
For a Canadian win pool, the regulations calculate a payout price by dividing the net pool by the value of win bets on the horse that finishes first in the official result, subject to special cases. In practical terms, more money wagered on a winning horse generally means a smaller return per unit bet; less money on that winner generally means a larger return. Deductions, rounding, minimum payouts, dead heats, scratches, and local rules can affect the actual settlement.
Why the odds change before a race
As wagers enter the pool, each horse’s share of the money changes. A horse attracting a larger share of bets will generally have lower probable returns, while a less heavily backed winner may produce higher returns. The display during open betting is therefore an estimate based on the pool at that moment, not a guaranteed price.

The Autorité de la concurrence describes odds as reflecting the proportions wagered on the horses and notes that they can fluctuate before betting closes. Canada’s Pari-Mutuel Betting Supervision Regulations define “final odds” as odds calculated by an association after betting closes. The precise display and calculation procedures depend on the applicable rules.
How to think about a payout
Conceptually, the net pool is shared among qualifying winning wagers according to the applicable calculation. In a win pool, the relevant winning selection is the horse finishing first in the official result. If fewer units were wagered on that winner, each winning unit may receive a larger share of the available pool; if many units backed the winner, each may receive less.

This describes the direction of the calculation, not a guaranteed payout formula for every track or bet. The calculation can be affected by the jurisdiction’s rules, deductions, rounding or breakage, minimum payouts, dead heats, scratches, and other settlement provisions. Check the operator’s rules for the specific pool before wagering.
Different bets can use different pools
A pool is not necessarily shared across every wager offered on a race. Win, place, show, exactor, and multi-race wagers may each have a distinct pool and calculation. For example, Canadian regulations define an exactor as a wager selecting the first two horses in the correct order, and a daily double as selecting the winner of each of two races. A wager’s name and payout method should be checked against the rules that apply where it is offered.

Parimutuel and fixed-odds betting are not the same
The central distinction is when the payout price is determined. In parimutuel betting, it depends on the pool and wagers, so the price shown while betting is open can change before final odds are calculated. With fixed-odds wagering, the price is generally set when the wager is accepted, subject to that product’s terms. The details of fixed-odds products vary, so this comparison should not be read as a complete account of every operator’s rules.
