PSD3 in 2026: Did It Take Effect in July, and Are Banks Ready?

EU legislative milestones document progress on PSD3 and the related PSR, but do not establish a July 2026 application date or a finding that most European banks were unready.

The available official EU legislative records do not establish that PSD3 took effect in July 2026, or that most European banks were unprepared. They document legislative milestones, not a verified July application date or a representative measure of bank readiness.

What the official timeline establishes

PSD3 is a proposed directive in the European Commission’s payment-services package. The package also includes a proposed Payment Services Regulation (PSR). The Commission’s 2023 proposal describes PSD2 as the existing EU retail-payments framework that the package would revise. A proposal or political agreement is not, by itself, proof that a law has entered into force or begun to apply.

  • The Council records a provisional political agreement on PSD3 and the PSR dated 27 November 2025.
  • COREPER confirmed that agreement on 22 April 2026.
  • The European Parliament’s legislative-status update reports that the ECON committee approved the agreed text on 5 May 2026.

These milestones do not verify that PSD3 took effect in July 2026. The EUR-Lex procedure page, Council document and Parliament status update cited for this timeline do not establish a July entry-into-force or application date. Before relying on a date, check the final adopted directive and its official publication, along with any relevant national implementation requirements.

Why PSD3 and the PSR are separate parts of the package

The package contains two different legal instruments: a directive (PSD3) and a regulation (PSR). The Commission’s proposal and the Parliament’s status page describe them as related measures intended to revise the payment-services framework associated with PSD2. Their inclusion in one package does not make them a single instrument or mean their legal effects and timelines can be assumed to be identical.

The proposal-stage material establishes the package’s purpose and legislative context, but it is not a substitute for the final adopted text. Specific obligations, who they cover and when they apply should be checked against that text rather than inferred from the proposal or agreement milestones.

Is there evidence that most European banks are not ready?

No representative readiness finding is established in the cited material. It provides no survey, supervisory assessment or other attributable dataset showing what proportion of European banks were ready or unready. There is therefore no substantiated percentage to quote, and “ready” would need a defined test—such as governance approval, policy updates, system implementation, completed testing or supervisory sign-off.

Without a defined population, measurement date and readiness criteria, a claim about “most” banks cannot be assessed from anecdotes or isolated examples. The headline’s majority assertion should be treated as unverified, not as a reported fact.

What a payment-services provider should verify

The legislative milestones are not institution-specific compliance advice. A provider assessing its own position should establish the applicable legal text, dates and obligations before planning implementation.

  1. Confirm the legal status. Check the final adopted directive and its official publication; do not use a proposal, provisional agreement or committee approval as proof of entry into force.
  2. Identify the relevant dates. Verify the directive’s transposition deadline and application arrangements, as well as any dates and provisions applicable under the PSR. Check national implementation where relevant.
  3. Determine whether the rules cover your role. Assess the institution’s status and activities against the final text rather than assuming every bank or payment provider has the same obligations.
  4. Map the text to implementation work. Once scope and timing are clear, identify any required governance, policy, technology, testing and operational changes. The milestones listed above do not establish which changes a particular institution must make.

How to read the July 2026 claim

The Council and Parliament milestones show progress in the legislative process, but they do not substantiate the claim that PSD3 took effect in July 2026. Nor do they demonstrate that most European banks were unprepared. For either claim to be stated as fact, it would require evidence beyond the milestones and status materials described here: an applicable date in the final legal text, or a defined and representative readiness assessment.
