The program was created by Assembly Bill 184, enacted as Chapter 245 of the 2023 Statutes, and its implementing regulation was approved in 2024—not newly introduced in 2026. A voucher is subject to eligibility, available program funds, and other limits; the statutory amount is not a guaranteed discount or proof that funding is currently open.
How Nevada’s voucher lowers a vehicle’s price
The program works through approved contractors, rather than a cash payment to a buyer. For a qualifying sale, the contractor receives a voucher and must apply its full value to reduce the vehicle’s price. Nevada law also bars the contractor from charging an additional fee for selling the vehicle or processing the voucher. Nevada AB 184, Chapter 245 (2023), Section 21.
The voucher cannot exceed the eligible incremental cost: the difference in price between the clean vehicle and a comparable diesel- or gasoline-powered vehicle. If that difference is lower than the otherwise applicable incentive, the voucher is reduced to the incremental cost. The amount a buyer can actually save therefore depends on the vehicle comparison and program conditions, not just its weight class.
Statutory base voucher amounts by vehicle class
AB 184 sets the following base amounts by EPA gross vehicle weight rating (GVWR) class. They are statutory program amounts, not measured savings, guaranteed awards, or confirmation of current funds.

These amounts come from Nevada’s 2023 statute. Statutory increases may be available to qualifying entities when supported under federal law and guidance; buyers should verify current rules with the Nevada Division of Environmental Protection (NDEP) before estimating a discount. Who and what may qualify
Eligible buyers
The law describes eligible recipients as entities domiciled in Nevada that own or operate diesel- or gasoline-powered medium- or heavy-duty vehicles, or a fleet of them. A prospective applicant should confirm that it meets the program’s full current eligibility requirements rather than assume that any Nevada business or vehicle buyer qualifies.

Eligible vehicles and sellers
A “clean truck or bus” under the statute is a medium- or heavy-duty vehicle powered by electricity stored in a battery or produced by a hydrogen fuel cell, with zero exhaust emissions. The law’s contractor categories include original equipment manufacturers, upfit manufacturers, and qualifying dealerships that have an agreement to sell eligible vehicles using program incentives. The legal categories do not establish that a particular model or seller is currently eligible or participating.
When evaluating a vehicle, check its documented EPA GVWR class, powertrain and exhaust-emissions status, and price against a comparable diesel or gasoline vehicle. The incentive schedule does not by itself establish a model’s range, payload, charging time, or lifetime operating cost.

How applications, vouchers, and redemption work
The codified statute provides for application review cycles beginning January 1, March 1, June 1, and September 1, subject to money available in the Clean Trucks and Buses account. NAC 445B.3705 adds application review periods and preserves any recipient cost share required by federal law. Nevada Administrative Code, Chapter 445B.
- Confirm eligibility and program status. Check with NDEP for current funding, application instructions, and any applicable recipient cost share.
- Apply through the program process. Applications are reviewed in the statutory cycles when funds are available; a review date does not guarantee that money remains.
- Use an approved contractor. The voucher is issued to an approved contractor for a qualifying sale, and its full value must reduce the vehicle price.
- Complete the purchase and operation requirements. An approved contractor generally has one year to use a voucher and may request one additional year. The contractor redeems it after providing proof that the vehicle was purchased, delivered, and placed into operation.
Is funding open, and which dealers are approved?
The enactment of the law and approval of its regulation do not establish whether applications are open today, how much funding remains, which contractors are approved, or which models are available. NDEP reports that regulation R144-24 was approved by the State Environmental Commission on November 19, 2024, and the Legislative Commission on December 19, 2024; it directs readers to AB 184 and R144-24 for comprehensive program information.
