Who controls Norwich City?
Companies House currently records Mark Attanasio as holding more than 50% but less than 75% of Norwich City Football Club PLC’s shares and voting rights. Richard Ressler is recorded in the more-than-25%-but-less-than-50% band. These are official control ranges, not exact share percentages. The Companies House persons-with-significant-control record also shows Delia Smith and Michael Wynn-Jones as ceased persons with significant control from 3 March 2025.
Norwich City’s 2024/25 governance report says Norfolk FB Holdings, led by Attanasio, acquired majority control during that season. It describes him as an American businessman and the chairman and principal owner of the Milwaukee Brewers, and identifies Ressler as a fellow Norwich shareholder and long-time business partner. The club’s company filings and accounts concern the club’s finances; they do not disclose the owners’ personal net worth.
What is Attanasio’s reported wealth?
A 2026 Talk2Soccer article puts Attanasio’s estimated net worth at $1.9 billion and attributes the figure to Forbes. Treat it as a reported estimate: no directly accessible Forbes profile or personal financial disclosure was established here. The sterling equivalent published alongside it is not useful for a precise comparison because its conversion date and method are not established.

Net worth is not the same as cash available to spend. It can reflect assets whose value changes, as well as liabilities, and does not establish how much Attanasio could or would invest in Norwich. Nor does the estimate represent the combined wealth of all Norwich shareholders: it applies to Attanasio alone, while Companies House also records Ressler as a person with significant control.
Can he be ranked against the EFL’s richest club owners?
Not reliably from the available figures. EFL owner lists can mix individuals with families, consortiums, and investor groups; use estimates from different years and currencies; and draw on sources with different methods. A figure for one individual cannot be fairly ranked against a combined ownership group without clarifying what is being counted.

A credible comparison would need, for every owner, a consistent valuation date and currency, a transparent source and method, a clear distinction between personal and family or consortium wealth, and confirmation of the person’s stake or role at the club. It would also have to distinguish net worth from club value and from funds actually available to support the team. That comparable set of evidence is not established here, so an exact EFL position for Attanasio would be misleading.
For context, FourFourTwo’s 2026 global football rich list says it uses public estimates and, where possible, Forbes valuations from early December. Its eligibility rules require at least a 25% club stake or another active role, and its reported entry threshold was approximately £2.6 billion. That threshold applies to its global top 50 list; it is neither an EFL ranking nor a like-for-like assessment of Attanasio’s wealth.

Why an owner’s fortune is not Norwich’s spending budget
Personal wealth, club revenue, club valuation, transfer budget, and regulatory spending limits answer different questions. A wealthy owner does not automatically make the same amount available to a club, and league rules do not measure the owner’s net worth.
In May 2026, the EFL announced that Championship Squad Cost Rules would replace Profitability and Sustainability rules from 2026/27. The announced standard squad-cost allowance is 85% of club income. The rules also provide an equity top-up allowance of £33 million over three years, capped at £15 million in any season. These are club-level financial controls, not statements about Attanasio’s personal fortune or Norwich’s transfer budget.

The EFL’s owner-control guidance separately requires a prospective owner to demonstrate access to sufficient cash to acquire the proposed shareholding and fund club operations in line with the submitted business plan. That is a regulatory sufficiency test, not a public declaration of an owner’s net worth.
