What did the 100-deal milestone mean?
Aviation Defence Universe reported in 2017 that 100 domestic and international business agreements were signed at the IIGP Tirupati Technology Expo in 2016. The report’s wording is “business agreements”; it does not establish that all 100 became lasting partnerships, generated revenue, or resulted in products reaching the market. The specific milestone is therefore best understood as a reported count of agreements signed, not a financial result. Read the report.
The distinction matters: a signed agreement can connect an innovator with a prospective business or funding partner without proving a sale or investment. The available account does not provide a breakdown of the 100 agreements by type or subsequent outcome.
What was the India Innovation Growth Programme?
IIGP was a public-private programme supported by India’s Department of Science and Technology (DST) and Lockheed Martin. Its purpose was to help Indian innovations move toward commercialization and global markets through entrepreneurship and commercialization training, mentoring, awards, and business-development support. The organizations describe the programme’s start differently. DST’s NIDHI page says IIGP commenced in 2008, while Lockheed Martin says it has supported the programme since 2007. How does the 100 figure compare with earlier programme results?
DST’s 2013 annual report gives a separate account of IIGP 2012: 819 applications, 50 shortlisted innovations, and 30 innovations awarded. It also says the cycle generated over 60 Business Engagement Agreements connecting innovators with potential industry and funding partners. That earlier official figure provides context for IIGP’s business-development activity, but it does not independently confirm the 100 agreements reported for the 2016 expo. These numbers describe different cycles and measures. Applications, awards, agreements, investment, commercialization, and revenue are not interchangeable indicators.
What changed with IIGP 2.0?
DST says IIGP 2.0 launched in 2017 in collaboration with Tata Trusts, adding Tata Trusts to the DST–Lockheed Martin partnership. The programme continued to focus on supporting and scaling technology-based innovations. DST’s NIDHI page.

DST’s 2021 account of programme impacts reports INR 14.9 crore in IIGP 2.0 funding and INR 42.83 crore in external funding leveraged. It also says 47% of Open Innovation Challenge awardees commercialized their awarded technology. These are distinct reported measures: funding associated with the programme, external funding leveraged, and a commercialization share among awardees. Lockheed Martin’s undated India page says the programme supported more than 400 innovators and startups and that programme-generated revenue for Indian entrepreneurs was approaching $1 billion. The page does not give a measurement year, so these remain company-reported figures without a stated reporting period. Lockheed Martin’s India page.
Across these sources, the 100-agreement count is specifically attributed to a secondary publication; official DST documentation confirms an earlier IIGP record of over 60 agreements, not the later 100. Neither figure alone shows how many arrangements endured or what financial value they produced.
