What do the headline carrier-cost figures cover?

The two estimates are not directly interchangeable. The GAO figure covers a six-ship program and uses FY2025 dollars; the CVN-80 figure concerns one ship and has a different estimate vintage and dollar basis. They answer different questions rather than offering two competing prices for the same carrier.
Why can the program total and per-ship figure look so different?
To compare carrier estimates fairly, check five things: the estimate date, whether dollars are fiscal-year or nominal, the ship or class being counted, the number of ships included, and which cost categories are covered.
GAO reports that the Ford-class program’s 2025-reported acquisition cost was $65.2 billion and its current estimate was $96.402 billion, a 48% increase. GAO also explains that the Navy added two carriers and averaged cost across six ships, so the unit-cost comparison moves differently from the total program cost. The $96.402 billion figure is therefore a program estimate, not a straightforward sticker price for one completed carrier. GAO’s 2026 Weapon Systems Annual Assessment gives the program context.

The CVN-80 estimate comes from a different source and plan: the Congressional Budget Office reported the Navy’s estimate in its analysis of the FY2024 shipbuilding plan. Its $12.3 billion amount is in FY2023 dollars; the nominal figure is $12.6 billion. Keep the ship, plan, and dollar basis attached whenever citing it. Acquisition cost is not lifetime cost
Acquisition or procurement estimates concern buying or building a ship. A broader life-cycle calculation can also include operating and support (O&S) expenses and the costs of inactivation and disposal. Those categories should not be silently folded into a shipbuilding estimate.

A 1998 GAO comparison reported average annual O&S costs of $222 million for conventional carriers and $298 million for nuclear carriers. It also estimated total life-cycle costs of $14.094 billion and $22.222 billion, respectively. These are historical figures—not current-dollar operating budgets or present-day lifetime estimates. Their value here is to show that life-cycle accounting includes more than procurement. GAO’s 1998 carrier cost-effectiveness report describes those categories and estimates.
The available current acquisition figures do not establish one all-in lifetime cost for a carrier together with its air wing and wider strike group. Aircraft, escorts, personnel, and decades of operations should not be added to a shipbuilding estimate without a source that defines and measures that broader scope.

What does the cost history say about early budgets?
Early targets are not necessarily final prices. In 2015, GAO said the Ford-class lead ship, CVN-78, was more than $2 billion above its initial budget and described its early business case as unrealistic. That is a dated finding about the lead ship’s history—not a current estimate for every carrier. GAO’s 2015 Ford-class assessment sets out that finding.

How to read an aircraft-carrier cost claim
- Identify the scope: Is the number for one ship, several ships, or a broader force?
- Check the date and dollars: Look for the estimate year and whether amounts are in fiscal-year or nominal dollars.
- Separate cost categories: Acquisition, annual operating support, and full life-cycle totals are different measures.
- Keep historical figures historical: GAO’s 1998 operating and life-cycle values are not present-day costs.
