The Bangladesh EPZ Labour Rules, 2022 are a 287-page government gazette instrument published on 4 October 2022. BEPZA lists them alongside the Bangladesh EPZ Labour Act, 2019 and later wage instruments. The Rules are therefore important, but they do not by themselves establish the wage rate payable to every EPZ worker today.
What are the Bangladesh EPZ Labour Rules, 2022?
They are rules within Bangladesh’s Export Processing Zone (EPZ) labour-law framework. BEPZA’s Acts and Policies archive lists the Rules and links to the official gazette PDF. The Rules are not the entire legal framework. Their parent statute is the Bangladesh EPZ Labour Act, 2019, and BEPZA’s archive also lists later instruments concerning minimum wages. The Rules’ title year should not be treated as proof that every provision remains unchanged or that its text alone answers every current payroll question.
How do the Rules relate to the Act and later wage instruments?
These documents serve different purposes. The Act provides the statutory framework; the Rules are a separate instrument in that framework. Wage schedules and later wage notices can affect current wage obligations, so they should be checked separately rather than inferred from the 2022 Rules.

Can the 2022 Rules tell you the current EPZ minimum wage?
Not by themselves. BEPZA’s archive lists both a 2024 EPZ minimum-wage structure and a 2025 annual wage increase gazette, so current wage calculations may depend on those later materials as well as the worker’s applicable category. The archive listing confirms that the instruments exist; it does not supply enough detail to state a current rate for each category here.
For a payroll or personal-budget check, locate the current wage structure and increase notice in the official BEPZA archive, then confirm the worker category and the instrument’s application to that worker. Do not use a wage figure from an older FAQ as a current rate without checking the later official notices. A rate should not be carried from one category or year to another unless the applicable instrument supports it.
Which language controls if the English and Bangla texts differ?
The English-language Bangladesh EPZ Labour Act, 2019 says the Bangla text prevails if the Bangla and English versions conflict. The legal language hierarchy is stated in the official English Act. If a provision’s wording is disputed, the English translation should not be treated as controlling; the Bangla legal text needs to be consulted.
How to use the official documents for a specific question
- Start with the relevant instrument. Use the 2022 Rules PDF for a question about that instrument, and the 2019 Act for the parent statute.
- Check for later official material. Search BEPZA’s Acts and Policies archive for relevant notices, especially for wage questions.
- Match the document to the worker and issue. A wage question requires the applicable wage category and later wage instrument; a general reference to the 2022 Rules is not enough to calculate a current amount.
- Resolve language conflicts using the controlling text. Where the English and Bangla versions conflict, the Act says Bangla prevails.
The official archive establishes that the named instruments are listed, but an archive entry alone does not establish the amendment history or the present effect of each clause. For a consequential dispute, check the relevant Bangla gazette and subsequent official notices; do not rely on an unverified clause summary.

BEPZA’s FAQ includes benefit information and an older wage statement, and it frames worker representation using the EPZ Workers’ Welfare Association and Industrial Relations Act, 2010. Since BEPZA separately lists the 2019 Act and 2022 Rules, that FAQ wording should not be treated as a complete account of current representation rights or as a substitute for checking current legal texts. Its wage figure should not be used for a present-day calculation without verifying later wage instruments.
