The complaint summary says Shockley allegedly found live bedbugs in different life stages, along with fecal spotting and eggs in the stateroom. It says the passengers reported the issue to their stateroom attendant and Carnival guest services, and alleges that staff did not meaningfully investigate or remediate it. These descriptions are allegations by the plaintiffs, not findings by a court or an independently verified account of what occurred.
Holzberg Legal reports that the plaintiffs claim more than 30 visible bites, painful welts, scarring, emotional distress, lost sleep, medical costs, property loss, and a reduced value of the cruise. The number and nature of the alleged injuries, as well as the claimed financial losses, have not been established by the sources summarized here.

What the lawsuit reportedly claims
Holzberg Legal describes three negligence counts: failure to warn, failure to maintain, and general negligence. The reported filing date is October 28, 2025, in the U.S. District Court for the Southern District of Florida; that date and court information come from CruiseNews.io’s secondary report and have not been verified against the court docket.
The plaintiffs reportedly seek compensatory damages. That is a request for relief, not an award: the available accounts establish neither Carnival’s liability nor any damages decision.

What Carnival’s reported inspection procedures do—and do not—show
A January 2026 CruiseNews.io report says Carnival’s published materials describe weekly stateroom inspections by trained staff, chemical treatment when signs of infestation are found, and follow-up inspections. The report also describes checks of areas beyond beds and mattresses, including carpeting and curtains, and possible treatment of other rooms in the same section.
Those procedures are background reported by a secondary source. They do not establish whether an inspection occurred in stateroom 9443, what staff found, or how the company responded to the passengers’ report. The same CruiseNews.io account reports a Carnival Horizon Vessel Sanitation Program inspection score of 93 out of 100 dated February 23, 2025, citing coverage of CDC inspection data. That secondary-reported score is not a bedbug-free certification and does not resolve the allegations in the lawsuit.
