Centre Raises MSP for 14 Kharif Crops for 2026–27: Full Rate List

The 2026–27 MSP list covers 14 Kharif crop categories. Sunflower seed received the biggest increase, but MSP does not guarantee purchase of a farmer’s full crop.

The Union Cabinet has approved higher minimum support prices (MSPs) for 14 Kharif crop categories for Marketing Season 2026–27. The new rates range from ₹2,410 per quintal for maize to ₹10,346 for sesamum. Sunflower seed received the largest increase, at ₹622 per quintal. These prices set the government’s support rates; they do not guarantee that it will buy every farmer’s entire harvest.

What are the new MSPs for Kharif crops?

The Cabinet Committee on Economic Affairs (CCEA) approved the rates on 13 May 2026. The table gives the MSP for 2026–27, the previous season’s rate and the increase, all in Indian rupees per quintal. Paddy, jowar and cotton have separate listed grades or types; the decision covers 14 crop categories, not 17 distinct crops. The Ministry of Agriculture & Farmers Welfare’s Cabinet release provides the rates.

Which crops got the biggest MSP hikes?

By absolute rupee increase per quintal, sunflower seed rose the most, followed by cotton, nigerseed and sesamum. The maize increase was ₹10 and the moong increase ₹12. A larger rupee increase does not, by itself, show the largest percentage rise or the greatest effect on a farmer’s income; those depend on the starting price, quantity sold and other circumstances.

  • Sunflower seed: ₹622 per quintal
  • Cotton: ₹557 per quintal for both listed staple grades
  • Nigerseed: ₹515 per quintal
  • Sesamum: ₹500 per quintal
  • Tur / arhar: ₹450 per quintal

How does the government compare MSP with production costs?

The Cabinet release says the increases follow the 2018–19 Budget principle of setting MSP at least 1.5 times the all-India weighted average cost of production. It reports estimated cost margins of 61% for moong, 56% for bajra and maize, and 54% for tur/arhar; the other listed entries with separately compiled cost data are reported at 50%. These are government estimates, not independently established profits realized by farmers. The release says cost data are not separately compiled for Grade A paddy, Maldandi jowar and long-staple cotton. The Cabinet release describes the cost measure as including paid-out expenses and imputed family labour.

Its cost measure includes expenses such as hired labour, leased-land rent, seed, fertilizer and manure, irrigation, depreciation on farm implements and buildings, working-capital interest, pump-set fuel or electricity, miscellaneous expenses, and the imputed value of family labour. A government reply on MSP-setting explains that MSP recommendations also consider domestic and international supply and demand, prices, inter-crop price parity, agriculture’s terms of trade with non-agriculture, and likely effects on the rest of the economy.

Does MSP mean the government will buy a farmer’s crop?

No. An announced MSP is not an unconditional promise to purchase all production. The Ministry of Agriculture & Farmers Welfare says procurement is for marketable surplus when market prices fall below MSP, and the channel depends on the crop. State participation and procurement arrangements matter. The Ministry’s 4 August 2026 reply describes the following channels:

Procurement centres and logistics are arranged with regard to production, marketable surplus, convenience, storage and transport. For a farmer, the practical question is therefore not only the crop’s MSP but whether procurement is being undertaken for that crop in the state and where the relevant centre or process is available.

How much MSP procurement has the government reported?

The government’s figures show the scale of procurement, but they cover broader groups and longer periods than the 2026–27 Kharif decision. The May 2026 Cabinet release reports procurement of the 14 Kharif crops at 8,746 lakh metric tonnes (LMT) during 2014–15 to 2025–26, compared with 4,679 LMT during 2004–05 to 2013–14. It reports MSP amounts paid for those 14 crops of ₹18.99 lakh crore and ₹4.75 lakh crore for the respective periods. These are cumulative government-reported figures, not a forecast or a measure of what an individual farmer will sell.

Separately, an August 2026 Ministry reply reports procurement across all 22 MSP crops of 5,781 LMT and an MSP value of ₹14.58 lakh crore from 2021–22 through 2025–26, up to June 2026. For all 22 crops from 2014–15 through 2025–26, up to June 2026, it reports 12,819 LMT procured and ₹27.80 lakh crore in MSP amounts paid. These all-crop totals should not be read as figures for the 14 Kharif crops alone. The Ministry reply gives the all-22-crop figures.
