The company reports its footprint by markets, which can include territories and grouped regions, and its public pages do not publish an exhaustive list of countries where it has no restaurants. A useful answer therefore separates places with no confirmed current presence from places where the chain operated and later closed, paused operations, or changed hands.
Why there is no definitive list
McDonald’s reported 97 markets at year-end 2025. Its disclosure explains that those markets, together with 17 separately consolidated countries, add up to 114 countries under the company’s reporting convention. The count is not a tally of sovereign states: some markets include territories or constituent regions. It cannot be subtracted from the number of countries in the world to calculate how many lack a McDonald’s. McDonald’s 2025 restaurant disclosure explains the reporting categories.
The company’s Global Franchising page says McDonald’s does business in more than 100 markets and lists current operating markets. The company’s Where We Operate page also shows regional presence. These are useful for checking positive presence, but they do not provide a definitive, exhaustive negative list of sovereign countries.
For that reason, claims that a particular country “doesn’t have McDonald’s” need a date and a clear meaning: no confirmed current restaurant, no historical restaurant, or a restaurant network that has closed or changed status. The distinction matters because a lack of locations does not itself establish a legal ban, a cultural rejection, or a permanent decision by the company.

Places with reported historical exits
Secondary accounts cite Iceland, North Macedonia, Bolivia, and San Marino as examples of places where McDonald’s operated and later exited. These are historical examples, not proof that each place is currently closed to the company or that the reported explanations are definitive. The sources do not establish a single verified cause that applies across them.
Bolivia requires particular care: some secondary accounts describe an exit, while McDonald’s official Where We Operate page lists Bolivia among South American markets. Check the live company locator before treating Bolivia as absent.

Russia shows why status and timing matter
On March 8, 2022, McDonald’s said it had decided to temporarily close all its restaurants in Russia and pause operations in that market. That dated statement documents the company’s decision at the time; it is not, by itself, a definitive record of Russia’s current status. It is more accurate to describe what the company announced and when than to turn a temporary-closure statement into an undated claim that a country has no McDonald’s. McDonald’s statement on Russia.
Why doesn’t McDonald’s operate in every country?
Opening restaurants requires more than consumer awareness of the brand. McDonald’s describes a system built around conventional and developmental licensees, local ownership, and adapting to local tastes. Nearly 95% of its locations worldwide are owned and operated by franchisees, according to the company’s How We Operate page.

The company’s franchising criteria indicate the practical demands of entering a market: a prospective franchisee needs business experience, knowledge of the local market, retail and real-estate experience, and significant capital. The company also retains discretion over franchisee selection. As it puts it, “Of course, the actual selection of a franchisee is always in McDonald’s sole discretion.” Local suppliers, logistics, real estate, and menu adaptation are part of the operating model, too.
These are general factors, not a country-by-country explanation. Secondary accounts sometimes point to supply costs, economic instability, competition, political conditions, consumer preferences, or disputes with franchisees. Those explanations should be attributed to a reliable source specific to the country in question; they cannot be assumed for every place without a restaurant.

Does absence mean McDonald’s is banned?
No. A restaurant’s absence does not prove that a government has prohibited McDonald’s. The sources reviewed do not establish a general list of countries where the chain is illegal. In particular, categorical lists labeling countries as “illegal” should not be treated as fact without a primary legal or government source documenting a ban.
McDonald’s says it may consider seeking franchisees in markets where it has no presence: “In the future we may take steps towards seeking franchisees for markets where we do not have a presence.” That is a possibility, not a promise to enter any named country, and the company says franchisee selection remains at its discretion.
