Low corn prices and a seemingly tight USDA balance sheet can coexist because futures prices reflect expectations about future supply and demand—not just the latest estimate of current-year stocks. In a July 24, 2025 article, University of Illinois agricultural economist Joe Janzen explained how expectations for a large upcoming crop, including yields above USDA’s then-current assumption, could help account for that gap. The figures below describe the market outlook at that time, not current 2026 prices or projections.
Why didn’t tight projected stocks automatically push prices higher?
A balance sheet is a snapshot of estimated supply and use for a marketing year. A futures price, by contrast, reflects what traders expect supply and demand to look like over time. Janzen summarized the distinction this way: “Agricultural commodity prices incorporate expectations about future supply and demand conditions.”
If traders expect the next harvest to be large, they may see less need for current prices to rise enough to ration a relatively tight supply. The market may also anticipate production changes before they appear in an official USDA estimate. That can make a published balance sheet look more bullish than the price response suggests.
What does stocks-to-use measure?
Ending-stocks-to-use compares the projected amount of corn left at the end of a marketing year with the quantity expected to be used during that year. It offers a shorthand for supply relative to processing and exports: a lower ratio generally signals tighter availability.

But the ratio is not a price formula. Its historical relationship with prices is nonlinear, and a given stocks-to-use figure does not guarantee a particular futures price. Expectations about the next crop, as well as uncertainty about demand, can alter how traders interpret the same balance-sheet number.
What the July 2025 estimates showed
Janzen’s July 24, 2025 article described a sharp change in the projected balance for 2024/25 and a separate revision to the 2025/26 outlook.

The 2024/25 export forecast had risen to nearly 2.8 billion bushels, 25% above the initial 2.2 billion-bushel forecast. That stronger expected use helped tighten the projected balance. Janzen also noted that the export outlook remained uncertain amid the then-cloudy international trade-policy outlook.
How a higher yield assumption changed the 2025/26 picture
The July 2025 USDA estimate used a yield of 181 bushels per acre. Janzen contrasted it with a StoneX estimate of 186.9 bushels per acre dated July 15, 2025. In a scenario that substituted a yield of about 187 bushels per acre into the USDA balance sheet, projected stocks-to-use rose from 10.8% to 14.1%.

That scenario illustrates why market expectations can diverge from an official projection: a higher expected yield implies more production and potentially more ending stocks. Janzen said the scenario aligned more closely with prices below $4 per bushel under the historical relationship shown in his article. It was a 2025 illustration, not a current forecast.

- Estimates are revised: USDA balance-sheet figures change as updated information on production and use becomes available.
- Yield information arrives over time: Janzen noted that the July 2025 estimate did not yet incorporate yield information expected from later NASS estimates.
- Demand estimates are uncertain: Export expectations can shift, and the 2024/25 outlook was uncertain in July 2025 because of the international trade-policy environment.
- Traders look beyond the current marketing year: Expectations for next season’s crop can affect prices before the USDA’s benchmark figures reflect new production information.
These differences are not proof that one number is wrong. A USDA balance sheet is an estimate made with the information available at a particular point; futures prices incorporate market participants’ changing expectations about what comes next.
