There is no single best personal-item bag for every flight: the right choice is one that meets your airline’s current size rule and suits what you need to carry. In Travel + Leisure’s 2026 roundup, the Nomad Lane Bento Bag is the best overall pick, while the Osprey Ultralight Stuff Pack is the best foldable option. Compare the bags’ dimensions, packed shape, capacity, weight, organization and carry style before choosing.
How the editors tested these personal-item bags
Travel + Leisure says it tested more than 50 bags by packing each with a set of travel items and assessing capacity, hardware, pockets, organization, weight, transport and carrying methods. The editors then continued traveling with the bags for six months to assess durability. Those figures describe Travel + Leisure’s testing process, not an independent industry study. Read the roundup and its testing details.

Product names and categories are from Travel + Leisure’s roundup.
Nomad Lane Bento Bag: best overall
A companion review lists the Bento Bag V4 at 17 x 10 x 8 inches, 24 liters and 2.76 pounds, with a clamshell opening, dedicated pockets, a water-bottle pocket and a sleeve for a 16-inch laptop. The clamshell layout offers organized access, but opening it fully can require taking the bag out from under the seat. Check its packed shape against your carrier’s limit rather than relying on capacity alone. See Travel + Leisure’s Bento Bag V4 review.

Check airline fit before buying
“Personal item” does not mean one universal bag size. A carrier’s own current policy is the deciding rule, and a bag that fits one airline may not fit another. Check every carrier on the itinerary, including the operating carrier if it differs from the one that sold the ticket. Travel + Leisure likewise advises checking the airline’s specific baggage policy; its FAQ says a backpack may count when it is small enough to fit under the seat and meets carrier requirements. Read the packing FAQ.
- An archived American Airlines agency reference guide states a personal item must fit under the seat and have linear dimensions no greater than 18 x 14 x 8 inches. That guide reflects a rule effective May 1, 2024, so confirm American’s current policy rather than treating the archived reference as current guidance. View the archived American Airlines agency reference guide.
- JetBlue’s April 17, 2026 contract of carriage describes a small personal item through examples in the cited passage but does not establish a numeric size limit there. Do not infer a universal allowance from that passage. View JetBlue’s contract of carriage.
- A secondary comparison updated September 9, 2026 illustrates that published limits vary among U.S. airlines. It relies on published policies and manufacturer specifications, says it did not test the gear, and should not replace a carrier’s current policy. Read the comparison.
How to choose a bag that fits your trip
- Find the current rule. Check the baggage or personal-item page for each airline on your itinerary. Note any stated dimensions and under-seat requirement.
- Compare outside dimensions in all three axes. Include handles, wheels or bulges where relevant, and consider the bag when packed. A listed capacity in liters does not prove that the bag fits a particular seat area.
- Match capacity to your load. The cited Bento Bag V4 is 24 liters; the Osprey pack is 6 liters. Think about whether you need a laptop, work essentials, a change of clothes or only a few items.
- Choose organization and access. A laptop sleeve and dedicated pockets can help separate work gear and essentials. A clamshell opening may organize contents well but can be less convenient when the bag is under the seat.
- Pick a comfortable carry style. Consider backpack straps, a crossbody strap, handles or wheels, and how long you will carry the bag before boarding. A structured bag can keep items organized; a flexible or foldable bag may pack away more easily, but no fit is guaranteed without checking the packed dimensions.
Frequently asked packing questions
Does a backpack count as a personal item?
It may, if it fits beneath the seat and meets the airline’s current requirements. The bag’s style alone does not determine whether it qualifies. Travel + Leisure’s FAQ makes the same carrier-specific distinction.
