The Cessna Citation XLS is part of one of business aviation’s most established midsize-jet families, but available figures do not establish that the XLS itself is the most-flown business jet. Textron Aviation reported that the broader 560XL series had passed 1,000 deliveries and five million flight hours by 2021; those totals cover the Excel, XLS and XLS+ family, not the XLS alone.
Does the Citation XLS rank as the most-flown business jet?
There is no substantiated model-by-model ranking here that identifies the Citation XLS as the most-flown business jet. Textron Aviation’s 2021 milestone is meaningful evidence of the 560XL family’s scale: the company said the global fleet had exceeded five million flight hours and announced the series’ 1,000th delivery. The milestone aircraft was an XLS+, and both totals are series-wide—not XLS-only.
Textron also describes the XLS+ as popular and the broader Citation line as popular. Those are manufacturer characterizations, not flight-hour rankings. “Citation,” “560XL,” “XLS+” and “XLS” refer to different scopes, so they should not be treated as interchangeable when evaluating a superlative.
Where the XLS fits in the 560XL family
The 560XL series began with the Citation Excel and includes the Citation XLS and Citation XLS+. The XLS+ is a distinct marketed variant; the XLS Gen2 is the later generation of the XLS. Textron announced FAA type certification and the first customer delivery of the XLS Gen2 in May 2022.

Textron’s 2021 release reported the family milestone as “Today, the global fleet of 560XL aircraft has amassed more than five million flight hours.” That statement supports the significance of the series, but it does not identify how those hours are divided among its models.
Citation XLS Gen2 specifications
Textron’s 2025 Fact Book lists these figures for the XLS Gen2. They are manufacturer-published specifications, not a promise of the result on every trip.

The range figure depends on its stated reserve assumptions and should not be read as a guaranteed passenger-and-baggage range. Payload, weather, routing and other mission conditions affect operational range. The listed seat counts include pilots, so they are not equivalent to the number of passenger seats available on a particular flight.
What the fleet figures can—and cannot—tell you
Textron announced the 560XL series’ 1,000th delivery in 2021 and reported more than five million flight hours for the global fleet at that time. These figures show substantial family-wide adoption and use. They do not establish the XLS’s individual fleet size, its share of those hours, or a lead over competing aircraft.

Textron’s XLS+ overview also says that 99.4 percent of Model 560XL aircraft ever delivered remain in operation. This is an undated manufacturer claim about the 560XL family, not an independently audited statistic or an XLS-only figure.
Charter use and practical availability
Charter is a documented use case for the family. In 2022, Textron announced XLS Gen2 purchase agreements involving Fly Alliance and flyExclusive. That announcement records historical orders; it does not confirm that either operator currently has an aircraft available for a specific route or date. Charter availability, service areas and pricing must be checked with operators directly.

For a personal-finance decision, the published range and speed figures are only starting points. A charter quote or ownership analysis needs the actual itinerary, passenger and baggage load, reserve requirements, and the costs and terms relevant to that specific arrangement. The cited material does not provide an independent operating-cost figure for the XLS.

A fair comparison requires matching the aircraft generation and the basis of each specification. Check whether seat counts include pilots, whether range includes the same reserve assumptions, and whether figures are maximum published values or mission-specific results. Also compare the route and payload the aircraft must handle; an isolated top-speed or range number does not show which aircraft is the better fit.

The available figures establish the XLS Gen2’s manufacturer-published specifications and the 560XL family’s reported scale. They are not enough to rank the XLS against other business jets by hours flown, operating cost or overall value.
