On the Oxford Olympics Study’s comparable cost basis, Sochi 2014 was the most expensive Winter Olympics at $28.9 billion, and Rio 2016 was the most expensive Summer Olympics at $23.6 billion. Both figures are adjusted to 2022 U.S. dollars. Tokyo’s ranking changes when broader public infrastructure and related investments are counted, so there is no single ranking that fits every accounting definition.
Most expensive Olympic Games by season
The 2024 Oxford Olympics Study compares Games outturn costs in constant 2022 U.S. dollars. Its ranking separates Summer and Winter editions; the figures below use that comparable series rather than combining all possible public spending associated with each host city.

The all-season headline leader in this dataset is Sochi, but Summer and Winter Games are not identical in scale or scope. For a like-season comparison, Rio leads the Summer ranking and Sochi leads the Winter ranking. The figures are from the Oxford Olympics Study 2024.
Why Tokyo’s cost depends on what is counted
The $13.7 billion Tokyo figure is the official Games Report amount used in the Oxford comparison, expressed in 2022 dollars. The Oxford study notes that the organizing committee’s cost account excludes items such as land costs and the Tokyo Metropolitan Government’s budget.

For a wider accounting scope, the study summarizes a separate estimate of $19.2 billion to $33.4 billion in 2022 dollars. The upper estimate includes transport infrastructure and other related investments, including a weather satellite—spending excluded from the Oxford study’s comparable Games-cost figure. Tokyo can therefore be described as potentially the most expensive Summer Games when broader associated public spending is included, but that is not a like-for-like ranking against the narrower figures above. Japan’s Board of Audit reported final Tokyo organizing committee event expenses of ¥1.4238 trillion, ¥220.2 billion below the V5 budget of ¥1.644 trillion. This is the defined event-expense account, not a total of every public cost associated with hosting the Games. The Board also reports final committee revenue of ¥640.4 billion; ticket sales were ¥0.4 billion under the no-spectator format. Total cost and cost overrun are different rankings
Total cost measures the outturn amount. A cost overrun compares final spending with the budget at the bid stage. The Oxford study reports overrun percentages in local currencies with inflation removed, so these percentages should not be read as dollar cost rankings.

In the study’s dataset, all 23 Games with available overrun data exceeded their bid-stage budgets in real terms; 18 went over by more than 50% and 13 by more than 100%. The reported mean real overrun was 159%. The authors characterize their cost estimates as conservative and caution that final organizing-committee accounts may understate true costs. How to read the ranking
- Check the currency year. The dollar figures above are in constant 2022 dollars, not the amounts spent in the year each Games took place.
- Check the accounting boundary. Organizing costs, event expenses, and wider public infrastructure or related investment are different totals.
- Check the season. The Oxford study ranks Summer and Winter editions separately; cross-season comparisons need care.
- Keep overrun separate from cost. A high percentage overrun does not by itself mean the Games had the highest total spending.
- Note the estimates’ status. The 2024 Oxford paper is labeled a preliminary working paper, and its Paris 2024 cost was still partly estimated.
