On many cashless toll roads, you can pass through without an E-ZPass transponder: cameras record your license plate and the toll authority bills the vehicle’s registered owner. That bill may cost more than the transponder rate. But rules vary by facility—some express lanes treat travel without a valid tag as a violation and add an administrative fee. If you’ve already driven through, check the road operator’s official payment instructions and respond by the deadline on any notice.
What happens when you pass a cashless toll without E-ZPass?
On a road that accepts plate billing, cameras capture the license plate as the vehicle passes. The toll authority uses registration information to identify the registered owner and sends a bill. If a valid transponder is read and its account is in good standing, the toll may instead be deducted from that account. The exact process depends on the operator.
A missing tag is not the only reason a trip may be billed by plate. On the New York State Thruway, a bill can result if a tag was forgotten or failed to read and the vehicle’s plate was not listed on the E-ZPass account. Will the bill cost more than E-ZPass?
It may. Rates depend on the road and payment method. The New York State Thruway says E-ZPass customers can save up to 75 percent off toll rates on its system. The New York State Bridge Authority also says E-ZPass users pay lower rates than customers billed through Tolls by Mail. Some facilities have a more restrictive rule than plate billing. Virginia’s I-66 Inside the Beltway express lanes have no cash toll booths. The Virginia Department of Transportation says: “If you use the express lanes without an E-ZPass, an image of your license plate will be captured and you will receive a violation notice requiring the payment of the toll plus an administrative fee.” Its FAQ was last updated August 10, 2026. How to pay if you drove through without a tag
- Record the trip details. Note the date, approximate time, road or bridge, direction, license plate and issuing state. If the vehicle was rented, keep the rental company and agreement details handy.
- Identify the toll authority. Use the facility’s official website to find its plate lookup, toll invoice, or payment instructions. Do not rely on an unsolicited text link; verify it through the authority’s own site.
- Check for a bill and follow its instructions. Compare the plate, vehicle, location, and trip date on the notice with your records. Pay or dispute it through the channels and by the deadline specified by the issuing authority.
- Keep proof if you dispute the charge. Contact the authority named on the notice promptly. Evidence such as a vehicle sale, plate surrender, theft report, or rental documentation may matter to a dispute.
For New York E-ZPass and Tolls by Mail customers, the Tolls NY app is identified as an authorized official app. The New York payment options listed by the agencies also include online, phone, participating retailers, and mail; confirm the options for the specific bill you received. What if you ignore the toll bill?
Late fees, violations, collection referrals, and registration or license consequences vary by authority. The New York State Thruway describes this sequence for its own toll bills: a second Toll Bill carries a $5 late fee; if it remains unpaid, a violation notice adds a $50 fee per violation notice; an unpaid violation may be referred to collections after 30 days. The Thruway also says failure to respond to three or more Notices of Violation within five years may result in New York vehicle-registration suspension. Massachusetts warns that continued unpaid Pay By Plate MA invoices may be sent to collections and may lead to a registration and/or license non-renewal hold. It says an invoice is mailed 7–10 business days after toll processing. That timing and those consequences apply to Massachusetts, not to toll bills generally. Mass.gov: Toll payment options

What if the car is a rental?
Do not assume a rental will follow the same bill-to-owner process as your personal car. The rental company may receive the toll notice and charge you under its toll program or rental agreement. Ask the rental company how it processes tolls and any related fees, and check your agreement for the applicable terms. Massachusetts and New Jersey guidance both direct renters to consult their rental provider; the official guidance does not establish one standard rental surcharge. When is an E-ZPass worth considering?
A transponder is a mounted device that lets tolling equipment charge a linked account. It can be convenient for frequent toll-road travel, and some facilities offer lower transponder rates. Before relying on a pass, check that the issuing account and tag are accepted on the roads you use and that the vehicle is correctly associated with the account.
Facility requirements can be specific. For Virginia’s I-66 Inside the Beltway express lanes, the tag must be mounted and the account must have a positive balance. The Thruway also notes that mounting and plate-account details matter. A missing, unreadable, unmounted, or unregistered tag—or an inactive account—may therefore lead to plate billing or, where required, a violation. What to check before using a cashless toll road
- Does the facility bill the registered owner by plate, or does it require a transponder?
- What is the toll rate for each accepted payment method?
- What is the invoice deadline, and what fees apply if you miss it?
- Does your transponder work on that road, and is it mounted and linked to the right vehicle?
- If you are driving a rental, how does the rental company handle tolls and charges?
