At the end of 2024, electric vehicles made up 2.2% of registered U.S. light-duty vehicles, according to the U.S. Energy Information Administration (EIA). That figure includes battery-electric vehicles and plug-in hybrids, and the light-duty category includes passenger cars and light trucks. Battery-electric vehicles alone accounted for about 1.6%.
What the 2.2% figure counts
EIA counted 5.8169 million electric light-duty vehicles out of 267.1111 million light-duty vehicles at calendar year-end 2024. The underlying figures are from EIA’s Table N4, Electric light-duty vehicles overview. The reported combined share is rounded to one decimal place.
This is a measure of the vehicles in operation at year-end, not the percentage of new vehicles sold during 2024. EIA’s light-duty scope covers passenger cars and light trucks weighing no more than 8,500 pounds. It excludes off-road and heavy-duty vehicles and self-registered government-owned vehicles. EIA says the U.S.-level counts are based on S&P Global Mobility Vehicles in Operation figures as of calendar year-end, so the total is a compiled estimate rather than a census of every vehicle.
Does “electric” include hybrids?
Yes, in EIA’s 2.2% figure, “electric” means plug-in electric vehicles: battery-electric vehicles (BEVs) plus plug-in hybrid electric vehicles (PHEVs). Conventional hybrids that cannot be plugged in are not part of this total.

- BEVs: Run on electricity stored in a battery and do not use liquid or gas fuel during operation. EIA counted 4.3513 million BEVs in 2024, about 1.6% of all light-duty vehicles.
- PHEVs: Can plug in and store electricity in a battery, but can also use an internal-combustion engine and liquid or gas fuel. EIA counted 1.4656 million PHEVs.
Together, those two categories totaled 5.8169 million vehicles, or 2.2% of the light-duty fleet.
Why other published percentages may differ
Percentages are comparable only when they use the same vehicle categories, denominator, scope, and date. A fleet share counts vehicles already registered or in operation; a sales share measures vehicles sold during a period. A BEV-only share is also smaller than a combined BEV-and-PHEV share.

For example, the Federal Highway Administration’s 2026 Our Nation’s Highways: Motor Fuel overview says that plug-in electric vehicles make up 1% and hybrids 3% of registrations of cars, trucks, and buses. Those are rounded categories with a broader vehicle scope, so they are not interchangeable with EIA’s 2.2% of light-duty vehicles for 2024. See the FHWA overview for its registration summary.

EIA points readers to its Monthly Energy Review for annual registered light-duty EV totals and combined shares, and to its State Energy Data System for historical and state-level BEV and PHEV data. These stock figures answer how much of the fleet is electric; they should not be read as a measure of the share of new-car sales.
