If you’re looking for stimulus packages for small businesses, start with this distinction: there is no general federal grant for starting or supporting any ordinary small business. The U.S. Small Business Administration (SBA) says its grants are limited to areas such as scientific research, entrepreneurship promotion, and exporting. Depending on your need, an SBA-backed loan, a disaster loan tied to a qualifying declared event, or a state, local, industry-specific, or private grant may be a better fit.
Grants do not have to be repaid, but SBA loans do. The right option depends on what the money will pay for, where your business operates, and whether you meet the program’s requirements.
Are stimulus packages or government grants available to small businesses?
Not as a single, open-ended federal stimulus grant. The SBA states, “The federal government does not provide grants to start a business.” Its small-business grant activity is limited to specific areas, including scientific research, community promotion of entrepreneurship, and exporting. Those programs have their own eligibility rules and application notices; they are not general start-up or operating grants. See SBA grant information.
That does not rule out a grant offered by a state, city, nonprofit, industry group, or private organization. Availability depends on the location, sector, and applicant, so check the relevant government or organization’s official site for current openings and requirements. Do not assume that a program advertised as a “stimulus” grant is federal or currently accepting applications.

Loan rates, repayment schedules, collateral requirements, and approval decisions depend on the borrower, lender, and current program rules. A maximum loan amount is not a promise that an applicant will qualify for that amount.
How SBA small-business loans work
7(a): flexible financing through a lender
The SBA calls 7(a) its primary business loan program. It lists a maximum loan of $5 million and permits a range of business uses, including working capital; buying, refinancing, or improving real estate and buildings; machinery and equipment; furniture, fixtures, and supplies; business-debt refinancing; and complete or partial ownership changes. This is a loan, not a grant: the borrower applies through a participating lender and must be able to repay.
SBA eligibility generally includes operating, for-profit U.S. small businesses that meet SBA size standards, are creditworthy, and can reasonably repay. Review the current 7(a) program requirements, then use SBA’s Lender Match or contact a participating lender about its application process.

Microloans: smaller amounts through local intermediaries
SBA’s Microloan Program provides loans of up to $50,000 to eligible small businesses and certain nonprofit childcare centers to start or expand. SBA reports an average loan of about $13,000. Funds may be used for working capital, inventory, supplies, furniture, fixtures, machinery, or equipment. They may not be used to repay existing debt or purchase real estate.

When an SBA disaster loan may apply
Disaster loans are not general-purpose stimulus funding. The business must meet the requirements for a qualifying declared disaster and the type of loss covered by the loan. Check the SBA disaster page for current declarations, eligible locations, application windows, and terms.

Economic Injury Disaster Loans (EIDL)
Non-COVID EIDL is for a business in a declared disaster area that cannot meet its regular and necessary expenses because of substantial economic injury directly related to the disaster. SBA says a decline in sales or lost expected profits alone does not establish that injury. Eligible proceeds may cover working capital and ordinary expenses such as rent, utilities, health benefits, and fixed-debt payments.
SBA says EIDL proceeds cannot be used for expansion, fixed assets, physical repairs, refinancing debt, dividends or bonuses, or repayments to owners or principals. The SBA disaster page lists a maximum fixed rate of 4% and a maturity of up to 30 years; confirm current terms and eligibility for the specific disaster before relying on those figures.

Business physical disaster loans
These loans address eligible business property damaged in a declared disaster. SBA lists property such as inventory, supplies, machinery, equipment, fixtures, and leasehold improvements. Its disaster page describes assistance of up to $2 million for eligible businesses or most private nonprofits, subject to insurance and other assistance. Rates depend in part on whether the applicant can obtain credit elsewhere, and the listed maximum maturity is up to 30 years.

A business may qualify for both EIDL and physical-damage assistance, subject to a combined limit of up to $2 million, according to SBA’s disaster assistance information. EIDL is for economic injury and ordinary expenses, not repairs; physical disaster assistance is for eligible property damage. In an announcement dated July 7, 2026, the SBA said eligible borrowers may combine 7(a) and 504 loans for up to $10 million, effective July 4, 2026. The 504 program is long-term, fixed-rate financing for major fixed assets delivered through Certified Development Companies. The announced combined ceiling is a program maximum, not an individual approval or an assurance that a borrower can receive the full amount. How to check eligibility and apply safely
- Define the expense. Identify whether you need working capital, equipment, real estate, disaster-related operating funds, or repairs. Some loan proceeds are restricted to specific purposes.
- Check the program rules. Review the current SBA page or grant notice for business type, size, location, eligible costs, and any disaster declaration or application deadline.
- Use the official application route. Apply for 7(a) through a participating lender, for a microloan through an SBA-approved intermediary, and for disaster assistance through SBA’s official disaster channel. For a grant, follow the issuing agency’s current notice.
- Compare the actual terms. Ask the lender or intermediary about interest, fees, repayment, collateral, and documents required. SBA guarantees do not make a loan free, automatic, or guaranteed for every applicant.
- Verify who contacted you. SBA’s Office of Inspector General says SBA communications come from addresses ending in @sba.gov and warns that a promise of loan approval in exchange for an upfront payment is suspicious. Federal and local disaster workers do not solicit or accept money. A logo alone does not prove a website or message is official.
Use SBA’s official loan information and the SBA Office of Inspector General fraud guidance rather than an unverified application service. Do not pay a middleman who claims an advance fee will secure approval or a disaster grant.
