Two Promoted at TSMC and Vanguard in 2000: Rick Tsaias and Paul Chien

In March 2000, Rick Tsaias returned from Vanguard to lead TSMC operations, while Paul Chien moved from Vanguard sales and marketing to its presidency.

On March 6, 2000, Taiwan Semiconductor Manufacturing Co. (TSMC) and its subsidiary Vanguard International Semiconductor Corp. (VIS) announced two leadership appointments, according to EE Times: Rick Tsaias would return to TSMC as executive vice president of operations, and Paul Chien would become Vanguard’s president. The appointments reflected an ongoing movement of managers between the affiliated companies, whose chairman, Morris Chang, said such transfers would continue.

What the 2000 announcement said

The appointments were a leadership exchange between the companies, not promotions at unrelated firms. Tsaias moved from Vanguard’s presidency back to TSMC to oversee operations; Chien, then a Vanguard sales and marketing executive, took over as president. EE Times reported that Chang chaired both companies and described transfers of managers and staff between them as an ongoing policy.

Rick Tsaias returned to lead TSMC operations

Tsaias had been appointed Vanguard president in January 1999. During his tenure, Vanguard transferred 0.18-micron DRAM technology licensed from Mitsubishi Electric and began shifting toward a dedicated foundry business. The process-node figure is historical context from the 2000 report, not a current specification for Vanguard technology.

On returning to TSMC, Tsaias was assigned to oversee operations and optimize resources across TSMC and its affiliates. His earlier TSMC roles included deputy director of Fab II, director of Fab III, vice president of South-Site, and executive vice president. Chang described the company’s priorities for Tsaias’s return as “expanding capacity, providing state-of-the-art technology, and increasing customer satisfaction,” as quoted by EE Times.

Paul Chien became Vanguard president

Chien joined Vanguard in January 1995 as vice president of sales and marketing, before the company was formally established. EE Times credited him with setting up worldwide sales and marketing offices, obtaining certifications from system companies, and growing Vanguard’s sales. Before joining Vanguard, he held engineering, marketing, sales, and business-development positions at TSMC and TSMC North America.

Why the appointments mattered to the companies

The reported transfers connected operating experience at TSMC with Vanguard’s development as a foundry business. Tsaias brought prior TSMC manufacturing and executive experience back to the parent company after leading Vanguard; Chien’s progression from sales and marketing leadership to the presidency placed a company builder in charge of Vanguard. Chang said the transfer policy would continue: “The policy will therefore continue to be implemented in the future.” Both quotations and the account of the appointments come from EE Times’s March 6, 2000 report, rather than a separately verified original joint company release.
