The strongest verified figures describe the size of Washington’s EV market, not Tesla’s sales advantage.
What Washington’s latest figures do—and do not—show
Washington’s Department of Ecology says electric and plug-in hybrid vehicles made up about 20% of the state’s new-vehicle sales in 2025. That is a measure of the overall market’s powertrain mix, not Tesla’s share. Washington State Department of Ecology
The state’s Department of Licensing (DOL) maintains an EV population dataset covering battery-electric vehicles (BEVs) and plug-in hybrid electric vehicles (PHEVs) registered through August 31, 2026. Updated September 15, 2026, it measures the registered fleet on a date—not vehicles sold during a particular year. How large is Washington’s EV market?
The Washington State Electric Vehicle Council reported 41,609 new EVs, including PHEVs, during the first nine months of 2025. Their average monthly share of new vehicles was 18.2%, varying from 14.1% in May to 22.2% in September. The Council has described Washington as a top-three state for light-duty EV market share since 2023, behind California and Colorado, based on Atlas Public Policy data. Why “sales advantage” needs a precise definition
A claim that Tesla “leads” can refer to different things: all new vehicles sold, new EVs sold, the best-selling individual model, or the largest share of vehicles already registered. Those are not interchangeable measures. A sound brand comparison needs the same timeframe, geography, vehicle type, transaction basis, and unit of comparison for every make.
- Registered fleet: Vehicles registered as of a specified date. This is what the DOL EV population dataset counts.
- New registrations: Original registrations during a period. Washington DOT’s county-and-year layer covers BEVs and PHEVs through December 2025, but it is not a make-by-make sales table. Washington DOT new EV registrations layer
- Title and registration activity: The DOL title-and-registration dataset includes both kinds of activity; its metadata notes that Base MSRP stopped being published in December 2025. - New retail registrations to individuals: Edmunds’ 2025 state vehicle data excludes rental sales and government registrations, so it has a different scope from the state’s total registered EV population. Edmunds vehicle sales data
For an EV-brand ranking, compare BEVs with BEVs—or explicitly include PHEVs for every make—and use matched periods from one dataset. A state population count, a private-market registration series and a regulatory-credit table cannot be combined as though they measured the same thing.

Why Tesla’s compliance credits are not a sales count
Ecology’s model-year 2024 compliance table lists 214,888 Tesla BEV credits in the credit bank as of October 1, 2025, and no Tesla TZEV credits. What the evidence supports
The available official figures establish that EVs are a significant part of Washington’s new-vehicle market and that the state tracks a large registered EV fleet. They do not establish Tesla’s latest annual brand-level sales rank in Washington or a lead across all vehicle types. The DOL datasets are appropriate primary sources for investigating registrations, but the cited figures do not provide a verified, current Tesla-versus-rivals sales comparison.

Timing also matters: the EV Council says its DOL title-transaction series generally trails sales data by about one month, and monthly EV sales often rise at quarter-end. Vehicle-emissions requirements and sales rankings are distinct issues. Ecology says portions of some vehicle standards are temporarily paused in response to federal actions, while Washington and other states are challenging those actions in court.
