TerraPower is pursuing a UK opportunity for its Natrium reactor, but it has not displaced Rolls-Royce SMR from the government-backed programme. Rolls-Royce has a signed contract with Great British Energy – Nuclear (GBE-N) to begin design work; TerraPower is progressing through a separate UK design assessment and evaluating possible sites with KBR. Neither position amounts to permission to build a UK plant.
What is happening between TerraPower and Rolls-Royce?
The two companies are competing for future nuclear opportunities in the UK, but they are not at the same stage in the same procurement. In June 2025, the UK Government named Rolls-Royce SMR GBE-N’s preferred bidder. GBE-N and Rolls-Royce SMR signed a contract in April 2026 to begin technology design activities. The Government’s technology-selection guidance says that contract concluded the selection process.
TerraPower is advancing its Natrium design through the UK’s Generic Design Assessment (GDA), while studying possible UK sites with engineering company KBR. The official announcements establish a market-entry and regulatory pathway, not a UK construction award. “Challenge” therefore describes a potential contest for future projects—not a change to the existing GBE-N selection.

What is TerraPower’s Natrium reactor?
TerraPower describes Natrium as a 345 MWe sodium-cooled fast reactor paired with a molten-salt energy-storage system. The company says storage can raise output to 500 MWe for more than five and a half hours. These are TerraPower’s published design figures, not independently verified results from a UK operating plant. TerraPower identifies Natrium as a technology developed by TerraPower and GE Vernova Hitachi Nuclear Energy.

The storage element is central to the design’s proposed role: it is intended to let the plant provide higher output for a period, rather than relying only on the reactor’s stated 345 MWe output. That description explains the design concept; it does not establish how the technology would perform at a particular UK site or under UK operating conditions.
What does entering the UK GDA mean?
The GDA is a review of a reactor design by UK regulators. TerraPower announced in October 2025 that it had submitted Natrium to the process, describing this as its first regulatory step toward deployment in an international market. Its application was formally accepted in February 2026, and Step 1 began in June 2026. TerraPower also announced the establishment of TerraPower UK Ltd that June.

These milestones show that the design has entered a regulatory review pathway; they are not a finding that the design has completed assessment, a site approval, planning consent, or permission to construct. In its June announcement, TerraPower quoted ONR’s Head of Regulation for the Natrium GDA as saying that confirming arrangements enabled the regulator to engage with and assess the design.
Has TerraPower chosen a UK site or started building?
No selected TerraPower site or UK construction award is established by the cited announcements. TerraPower and KBR said in September 2025 that they would study and evaluate potential sites, without identifying a chosen location. Site evaluation is distinct from a site selection, planning approval, and construction authorization.

Accordingly, claims that TerraPower is already building a UK nuclear plant, or that a particular location has been chosen, go beyond the available official statements. A future project would still need to progress through the relevant site, regulatory, planning and investment decisions.
What remains ahead for Rolls-Royce SMR?
The April 2026 GBE-N contract starts technology design activities. The Government says the programme includes site-specific design, regulatory engagement and planning processes ahead of a future final investment decision. The signed contract is a substantial programme milestone, but it is not itself a final investment decision or authorization to build.

Separately, in March 2026 the Secretary of State approved nuclear justification for the Rolls-Royce SMR under the Justification of Practices Involving Ionising Radiation Regulations 2004. The Government’s decision page says secondary legislation to give effect to that decision still requires a resolution of each House of Parliament. That justification decision is a regulatory milestone, not construction approval.

The clearest comparison is their UK role and the stage of their respective processes. Rolls-Royce has the selected GBE-N programme and a signed contract for design work. TerraPower has begun the GDA pathway for Natrium and has announced exploratory site studies with KBR. The regulatory milestones are different types of process, so they do not form a simple ranking of which reactor is “further ahead.”
