TSMC and three European industrial companies are building a semiconductor fab in Dresden, Germany, designed to make chips for automotive, industrial and other customers. The project is planned for substantial production capacity, but it is not a leading-edge 2nm or 3nm factory, and its expected output has not yet been achieved. ESMC is one part of Europe’s effort to strengthen chip manufacturing—not proof, by itself, that Europe has regained chip sovereignty.
What is TSMC building in Europe?
European Semiconductor Manufacturing Company (ESMC) is the project company for a new factory in Dresden, Saxony. It is a joint venture involving Taiwan-based foundry operator TSMC and European industrial companies Bosch, Infineon and NXP. TSMC says it will operate the facility under a foundry model, making chips for customers rather than limiting production to products designed by the shareholders. The European Commission describes the arrangement as an open foundry, so other customers can also place orders. (ESMC; European Commission)
Who owns ESMC?
TSMC’s 8 August 2023 announcement proposed a 70% stake for TSMC and 10% each for Bosch, Infineon and NXP, subject to approvals and other conditions. ESMC’s company page identifies those four partners, but does not give an updated breakdown of their current equity stakes. It is therefore most precise to describe the percentages as the proposed ownership structure in TSMC’s original announcement, rather than assume that the page confirms a later shareholding position. What will the Dresden chip factory make?
ESMC’s planned process mix covers 28/22-nanometer planar CMOS and 16/12-nanometer FinFET technologies on 300mm silicon wafers. The company also lists planned variants including embedded flash, RRAM, MRAM, radio-frequency technologies and other non-volatile memories. These processes are intended for uses including automotive and industrial applications. (ESMC; European Commission)

Will ESMC make the most advanced chips?
No—not according to the process technologies ESMC has announced. Its stated 28/22nm and 16/12nm processes are not leading-edge 2nm or 3nm production. A smaller process-node number generally signals a newer generation of manufacturing technology, but it does not mean every product benefits equally from the smallest available node. Automotive and industrial chips can be designed around requirements such as reliability, power management, radio-frequency performance or embedded memory; ESMC’s announced mix targets those kinds of needs rather than the newest generation of high-performance logic alone.
The European Commission’s separate advanced-chips pilot, announced on 3 June 2026, has a different focus: combining leading-edge node fabrication with chiplet integration and 2.5D/3D packaging. How large is the planned factory, and when is it expected to produce chips?
At full planned capacity, ESMC expects the Dresden site to produce 480,000 300mm wafers a year—equivalent to 40,000 per month. That is a design-capacity target, not current output or a guarantee of how many wafers customers will order. ESMC also expects nearly 2,000 direct high-tech jobs when the factory reaches full capacity; that is a company forecast, not a current employment count. (ESMC; European Commission)

The schedule has evolved from TSMC’s August 2023 announcement, which targeted first production by the end of 2027. ESMC’s current company page instead describes tool-in during 2027 and full capacity in 2029. Tool installation is not the same as customer-ready production, and ESMC says the pace of the ramp will reflect demand and market conditions. How much is Germany subsidizing the TSMC chip plant?
The European Commission approved a €5 billion German state-aid measure for the project on 20 August 2024. Separately, ESMC says the factory’s total investment is expected to exceed €10 billion. The aid is a portion of support for the project; it is not the total investment figure or a statement that the entire project cost is being paid by taxpayers. (European Commission; ESMC)

The figures answer different questions: the first is the approved public-aid measure, while the second is ESMC’s expectation for overall investment. Neither figure, on its own, establishes the eventual economic return, the factory’s future profitability or the precise public cost after all project conditions are accounted for.

How does the factory fit into the European Chips Act?
The European Chips Act, which entered into force on 21 September 2023, sets a broader policy agenda than building a single factory. The European Commission lists five objectives: strengthening research and technological leadership; expanding capacity in chip design, manufacturing and packaging; creating an adequate framework for production; building skills and talent; and improving understanding of semiconductor supply chains. The Commission’s page, updated on 11 September 2026, lists 18 state-aid decisions for first-of-a-kind semiconductor facilities representing more than €32 billion in public and private investment. That is an aggregate across multiple facilities, not an ESMC-only total. It indicates the breadth of the policy and project pipeline, but does not show that Europe has met the Act’s ambitions or that every listed project is already producing chips. (European Commission)

What can the Dresden project realistically change?
ESMC combines a foundry operator with established European industrial partners, planned production for automotive and industrial uses, a large approved state-aid measure and access to customers beyond its shareholders. If completed and brought up to its stated capacity, it would add manufacturing capability in Europe in the process categories ESMC has identified.
That is meaningful, but narrower than a return to self-sufficiency. The project is one manufacturing facility; it does not by itself cover every chip type, packaging capability, research need or supply-chain dependency addressed by the Chips Act. Its significance will depend not just on construction, but on tool installation, customer demand, the production ramp and how it fits with other European manufacturing and packaging projects.
