Summit Carbon Solutions has not converted an operating pipeline to oil production: its Midwest Carbon Express is still a proposed project, and its final route and CO2 destinations are unsettled. But Summit now openly describes enhanced oil recovery (EOR) and other oil-and-gas uses as possible outlets for captured CO2, while continuing to present underground storage in Wyoming as the system’s core plan.
What the Midwest Carbon Express was proposed to do
Summit’s original pitch centered on capturing carbon dioxide (CO2) from ethanol plants, compressing it, and transporting it through a pipeline. The CO2 could then be stored in deep rock formations or used for industrial purposes. Summit says capturing fermentation emissions could help ethanol qualify for lower-carbon markets, including sustainable aviation fuel, and describes the project as a source of farm income and rural investment. Those are company-stated benefits, not independently established outcomes.
The project is infrastructure that Summit proposes to build. It is not an operating pipeline, and its proposed route and eventual allocation of CO2 among storage and uses have not been settled in the information available as of October 2026.

What Summit says now about oil and gas
Summit’s current “Future of CO2” webpage names the Powder River, Bakken, and Permian basins as potential demand centers. It says: “This will drive additional oil and gas production, supporting America’s long-term goal of energy dominance.” That is an explicit statement that the proposed system could supply CO2 for additional fossil-fuel production.
Inside Climate News reported in March 2026 that Summit’s public rationale had shifted toward describing the pipeline as a potential CO2 supply route for EOR and other oil-and-gas production. The report said Summit’s “Get The Facts” page had stated from late 2022 through mid-2024 that the project would not be used for EOR. That history is based on the outlet’s reporting about earlier company messaging; it does not mean a completed pipeline has been repurposed.

Jess Mazour, conservation coordinator for the Iowa Chapter of the Sierra Club, characterized the change in rationale to Inside Climate News this way: “It’s just whatever’s convenient for them in the moment.” That is a critic’s assessment. Summit’s current account is that dedicated sequestration in Wyoming remains central while the company evaluates utilization options, including EOR.
Is the pipeline still supposed to store carbon underground?
Yes, in Summit’s current description, Wyoming sequestration remains the core plan. In its May 2026 Iowa update, the company described a westward route through Nebraska toward a dedicated sequestration solution in Wyoming, while saying it was also evaluating utilization opportunities such as EOR.

That means the current proposal encompasses more than one possible destination or use, but the public information cited here does not specify a final end-use allocation. The company’s oil-and-gas language is material to understanding the project, but it is not evidence that sequestration has been abandoned or that all captured CO2 would be used to produce oil.

Summit CEO Joe Griffin said of the route refinements, “We believe this is the right step for the project and the right step for the communities counting on new opportunities.” The statement reflects the company’s view; the announced reductions do not by themselves resolve the project’s approval status or establish what landowners may ultimately be affected by a final route.

No completed pipeline is established by the available project updates. In September 2026, Inside Climate News reported that the Iowa project remained in legal limbo and that Summit had asked Iowa regulators to accelerate upcoming hearings. Its report summary also described the project website as presenting oil-and-gas drilling as a likely CO2 utilization option.

Those points indicate continuing uncertainty in Iowa, not a final permit decision or construction start. They also do not establish the approval status of every segment or state involved in the proposed multistate system. A definitive statewide permit matrix, construction schedule, and final CO2 destination plan are not established here.
