But the available evidence does not show that Subaru is “skirting” tariffs, or quantify any tariff-driven increase in vehicles sourced from Japan.
What Subaru has said about tariffs and manufacturing
In May 2025, Subaru said uncertainty over U.S. tariff policy made it difficult to provide a reasonable earnings forecast for fiscal 2026. The company also noted construction at its Yajima Plant in preparation for in-house battery-electric vehicle production; that is a separate production-planning factor, not evidence of a tariff-related sourcing shift. In an October 24, 2025 SEC-filed exhibit, Subaru of America described mitigation actions that included leveraging available trade programs and optimizing its regional manufacturing footprint to bring production closer to consumers, including through its Japan facility. That statement identifies company-reported actions; it does not establish that a specific vehicle qualified for a trade program or that every manufacturing decision was driven by tariffs. How much does Subaru produce in Japan?
For the fiscal year ended March 31, 2025, Subaru reported producing 602,000 units in Japan and 345,000 overseas. Those are company-wide production totals. They do not identify which models went to the United States, how many were exported there, or whether Japan’s share increased because of tariffs. Subaru Corporation, May 14, 2025.

Production location, export destination, and U.S. retail sales are different measures. Aggregate Japan and overseas totals cannot, by themselves, reveal the mix of vehicles sold in the United States.
Why “skirting tariffs” is not established
Using a lawful trade program or adjusting where products are manufactured is not, on its own, evidence of tariff evasion. The company’s statement describes mitigation and regional manufacturing optimization; it does not substantiate the claim that Subaru is evading duties.

The available sources also do not establish the tariff treatment that applies to each Japan-built Subaru, how a particular trade program applies to any model or component, or how many additional Japan-built vehicles—if any—were caused by tariffs. A model-level conclusion would require evidence linking destination, assembly location, applicable tariff treatment on the relevant date, and actual production or exports.

Subaru publishes production, Japan sales, and export results, but an archive page is not proof of a current shift in U.S. model sourcing. For context, an Associated Press report quoted AutoForecast Solutions vice president Sam Fiorani describing the Forester as one of relatively few imported models that remain exceptions to U.S. production.
