The FTC accused Doxo of misleading consumers about biller affiliation, fees and recurring subscriptions. Doxo called the allegations “inaccurate” and “unjust.” In May 2026, a federal court ruled against Doxo on part of the subscription claims; in August, the FTC announced a proposed $2.1 million settlement. Doxo said the litigation was resolved, but the FTC case page still showed the case as pending in its August 17 update, and the sources available through October 8 do not confirm that a judge signed the final order.
What the FTC accused Doxo of
The Federal Trade Commission filed its lawsuit on April 25, 2024, against Doxo and co-founders Steve Shivers and Roger Parks in the U.S. District Court for the Western District of Washington. The case is Federal Trade Commission v. Doxo, Inc., Steve Shivers, and Roger Parks, No. 2:24-cv-00569.
The FTC alleged that Doxo’s search ads and landing pages could lead consumers to believe they were using an official payment channel for the biller they sought, even though, according to the agency, Doxo generally did not have formal relationships with those billers. The complaint also alleged that extra delivery fees were not adequately disclosed and that consumers were enrolled in recurring subscriptions without clear terms or consent. Those were allegations when the complaint was filed, not findings that the court had made at that time. The FTC’s case page summarizes the case and its timeline.
At filing, FTC Bureau of Consumer Protection Director Samuel Levine said: “Doxo intercepted consumers trying to reach their billers and tricked them into paying millions of dollars in junk fees.” That was the agency’s description of its allegations, not a judicial finding.

How Doxo responded
Doxo disputed the FTC’s account. In a statement reported by GeekWire the day after the complaint was filed, the company called the investigation “inaccurate” and “unjust,” argued that the complaint misunderstood the bill-payment market, and said its service helped consumers pay bills. GeekWire’s April 26, 2024 report covered the dispute.
What the court decided in May 2026
The court’s May 2026 summary-judgment order resolved only part of the case. It granted the FTC partial summary judgment on liability against Doxo under the Restore Online Shoppers’ Confidence Act (ROSCA), concerning disclosure of subscription terms and consumer consent. It did not decide every claim in the FTC’s complaint.

- Resolved at that stage: ROSCA liability against Doxo on subscription-term disclosure and consent.
- Not resolved by that order: The FTC Act claims against Doxo and claims against Shivers and Parks. The court deferred the Gramm-Leach-Bliley Act claim.
- Still disputed: The court said it could not resolve the extent of actual consumer deception at summary judgment.
The May 2026 summary-judgment opinion sets out the claim-by-claim rulings. A partial summary judgment is not a ruling that every allegation was proven.
What the August 2026 settlement announcement says
On August 17, 2026, the FTC announced that Doxo and the two co-founders would pay $2.1 million for consumer redress under a proposed stipulated order. The proposed order would restrict representations about biller affiliation, the total payment amount and fees, negative-option subscriptions and cancellation, and would require informed consent before charging consumers. The FTC’s August 17 announcement says the stipulated final order would have the force of law once approved and signed by the district judge.

In an August 19 statement, Doxo also said it would pay $2.1 million and described the litigation as resolved. The company said reporting and monitoring requirements would apply for five years. Doxo further stated that the court made no finding of deception under Section 5 of the FTC Act, no Gramm-Leach-Bliley Act violation, and no liability finding against the individual defendants. Those are Doxo’s characterizations of the outcome; they should be distinguished from the court’s specific ROSCA ruling and the terms of the proposed order. Doxo’s newsroom published the company’s statement.

The status is not fully confirmed by the available records through October 8, 2026. The FTC case page, last updated August 17, labeled the case “Pending” and listed the stipulated order filed that day. Doxo’s later statement said the litigation was resolved. The sources available for this account do not verify a subsequent judge-signed order, so the August announcement is best described as a proposed settlement rather than a confirmed final judicial order.

The distinction matters: the FTC says the stipulated final order takes effect as law upon judicial approval and signature. Doxo’s public description of the litigation as resolved does not, on its own, establish that court step occurred.
