Kiki Club Agreed to Pay More Than $152,000 in NYC Short-Term-Rental Settlement

New York City says Kiki Club failed to report and verify short-term-rental transactions. Here’s what the settlement means for booking services, hosts, and guests.

Kiki Club agreed to pay more than $152,000 to resolve New York City charges over short-term-rental reporting and verification, the city’s Office of Special Enforcement (OSE) announced on November 18, 2025. OSE said the service failed to file required quarterly reports and failed to verify and report nearly 400 transactions. The settlement resolved the city’s findings without Kiki Club admitting or denying them.

What the NYC settlement says

OSE said Kiki Club had operated a website in New York City since 2023 that was accessible by social-media invitation and facilitated short-term rentals. The city said the company did not submit quarterly reports for qualifying listings and did not verify and report nearly 400 short-term-rental transactions.

After OSE notified the company of non-compliance in March 2025, the city said Kiki Club promptly stopped advertising and facilitating occupancy for NYC short-term rentals and submitted overdue quarterly reports. The agreement required statutory penalties equal to three times the fees collected for unverified transactions, totaling more than $152,000. Which duties apply to hosts and booking services?

New York City’s Local Law 18, the Short-Term Rental Registration Law, places related but separate obligations on hosts and booking services. OSE describes the requirements as follows:

Who Key requirement
Hosts Register with the city or qualify for an exemption, and meet the rules governing eligible short-term stays.
Booking services Verify a covered listing’s registration or exempt status through the city’s electronic verification system before processing a transaction.
Booking services Submit required transaction data in quarterly reports.

OSE also says registration is restricted for rent-regulated and NYCHA units, and building owners can place buildings on the city’s prohibited list. For current requirements and definitions, consult OSE’s registration rules and laws.

Can a renter host guests while away?

OSE’s FAQ says a short-term rental is permitted only when the host is registered and remains in the same unit as the guests. The host may have no more than two paying guests at a time and must maintain a common household with them. OSE says these requirements apply to both renters and property owners.

A host’s eligibility can also depend on lease terms, legal occupancy, rent regulation, and building restrictions. OSE says applicants must be real people and permanent occupants, cannot be barred by a lease or other agreement, and cannot register a rent-regulated unit or a unit in a building on the prohibited list. Review the city’s guidance and applicable rules; seek legal advice for a specific housing or lease dispute.

How can a guest check a listing?

Before booking, visitors can use OSE’s Registration and Listings Data page to check current registered short-term-rental listings. Registration status is a practical check, but guests should also consider whether the listing and stay comply with the city’s occupancy rules.

Why the settlement matters

The case illustrates that platform compliance is not limited to collecting booking fees: covered booking services must verify qualifying listings before processing transactions and report required transaction information afterward. OSE Executive Director Christian Klossner said: “This settlement sends a clear message: If you are a company that facilitates short-term rentals, ignoring city laws will be an expensive proposition.”
