TSMC Announces Four More Planned Arizona Fabs in $100 Billion Expansion

TSMC’s July 2026 announcement adds four planned Arizona fabs to a $265 billion state plan. The new facilities target 2-nanometer or more advanced chips, but have no firm schedule.

TSMC has announced another $100 billion investment in Arizona, including four additional planned fabs for 2-nanometer or more advanced technologies. The July 16, 2026 announcement brings the Arizona Commerce Authority’s stated plan to 10 fabs, two advanced packaging facilities and an R&D center—but the new facilities are plans, not completed plants, and TSMC has not set a firm schedule for them.

What TSMC announced for Arizona

On July 16, 2026, TSMC announced an additional $100 billion investment in Arizona. The Arizona Commerce Authority said the resulting plan totals $265 billion and includes 10 fabs, two advanced packaging facilities and an R&D center. The four newly announced fabs are intended to make chips using 2-nanometer or more advanced technologies. Arizona Commerce Authority announcement

The new four are incremental to TSMC’s previously announced Arizona plans. TSMC’s Arizona project page describes that earlier plan as six logic wafer fabs, two advanced packaging facilities and an R&D center; it says the July announcement signals an intent to build several more logic fabs for 2-nanometer and below technologies, along with advanced packaging fabs. TSMC and the state have not published a detailed breakdown of the new $100 billion among the four fabs, packaging facilities and other potential work. The announcement’s broad scope should not be read as a construction budget for four identical plants.

When will the four new fabs be built?

No firm schedule has been announced for the four additional fabs. TSMC chairman C.C. Wei said progress and timing depend on market conditions and customer demand. Focus Taiwan reported his remarks at the company’s July 16, 2026 earnings conference. Focus Taiwan report

That uncertainty matters: the announcement describes planned investment and intended facilities, not four fabs already under construction or producing chips. TSMC’s Arizona page confirms the intent to expand but does not supply a completion timetable for the new fabs.

How the new plan fits with earlier Arizona and U.S. projects

The July 2026 announcement is a separate increase from TSMC’s March 2025 U.S. expansion plan. In 2025, TSMC announced an additional $100 billion for the United States, including three more fabs, two advanced packaging facilities and an R&D center, bringing its planned U.S. investment to $165 billion. Some earlier Arizona milestones are further along, but they do not describe the newly announced four:

  • First Arizona fab: The Arizona Commerce Authority said it had been in N4 volume production since late 2024.
  • Second Arizona fab: Construction was complete, with volume production expected in 2027, according to the same state announcement.

Those milestones concern earlier facilities. They do not establish a start date or production date for any of the four additional fabs. Arizona Commerce Authority announcement

What the CHIPS funding figures cover

NIST’s CHIPS Program Office profile lists up to $6.6 billion in direct funding and an available $5 billion loan for TSMC’s earlier project of more than $65 billion and three fabs. Likewise, employment and economic-impact figures published for the original project should not be applied automatically to the larger plan. TSMC’s Arizona page cites a projection of 6,000 direct high-tech jobs from the first three Arizona fabs. It also reports a Greater Phoenix Economic Council analysis dated April 2024 that estimated, for the original three-fab, $65 billion project, $1.2 billion in direct tax revenues plus $195.1 million indirect over 13 years, $4.6 billion in personal income plus $4.8 billion indirect, and $32.9 billion in economic output. These were estimates, not measured outcomes, and they are not forecasts for the full $265 billion plan. TSMC Arizona project page

What the announcement means—and does not mean

The expansion is a major planned commitment to advanced chip manufacturing in Arizona, but its eventual pace and impact depend on execution, demand and the timing of construction. Arizona Governor Katie Hobbs called it a historic investment and said it establishes the state as a center for advanced semiconductor manufacturing; that is the governor’s characterization, not an independently measured ranking. For now, the clearest distinctions are between the announced total plan and operating capacity: the state’s 10-fab figure includes planned facilities, while only the earlier first fab is identified as already in volume production. The four new fabs have a stated technology target but no published firm timetable.
