The volume drew public questions, but the department’s published review found the claims compliant and eligible, and says it paid them in June 2025. The available official record does not establish that Tesla acted illegally.
What happened with Tesla’s iZEV claims?
Canada’s Incentives for Zero-Emission Vehicles (iZEV) program began in 2019 and closed on March 31, 2025. It offered an incentive at the point of sale for eligible vehicles, with participating sellers later claiming reimbursement from the federal government. Transport Canada says the program’s funding was expected to run out before its scheduled end, and it notified stakeholders on January 10, 2025 that an earlier pause was likely. In contemporaneous reporting republished by the Canadian Automobile Dealers Association (CADA), four Tesla dealerships in Vancouver, Quebec City and Toronto were reported to have submitted more than 8,600 applications worth about $43 million. That approximate amount was reported at the time; it is not Transport Canada’s stated final audited total. CADA Director of Public Affairs Huw Williams called the submissions “highly irregular, and highly unusual and it needs explanation.” That was his reaction, not a finding by the government. Transport Canada later reported the final-weekend count as 8,761 claims from Tesla. Following an individual review of the submissions, the department said it confirmed they were compliant and eligible. It says the claims were paid in June 2025. Transport Canada’s program evaluation

Did Tesla game the rebates or break the law?
The timing and scale made the submissions unusual, but unusual volume is not proof of fraud or illegality. Transport Canada’s published conclusion is that it reviewed the individual submissions and found them compliant and eligible. The material available in the department’s public summary does not provide the full line-by-line review file or underlying claims, so it does not support broader conclusions about individual transactions beyond that summary.
The distinction matters: public criticism prompted by a sudden surge is not the same as an enforcement finding. The official outcome reported by Transport Canada was clearance of the claims, not a finding that Tesla had gamed the program illegally.

How the iZEV rebate worked
iZEV was a point-of-sale incentive for eligible consumers, not simply a direct application by each consumer to Ottawa. A participating seller advanced the incentive to a buyer and sought reimbursement under program rules. A reimbursement claim therefore should not automatically be read as dealership profit or as a direct payment to a consumer from the federal government.
For the program that ended March 31, 2025, eligible battery-electric and hydrogen fuel-cell vehicles, along with longer-range plug-in hybrids, could qualify for up to $5,000. Shorter-range plug-in hybrids could qualify for up to $2,500. These are historical iZEV terms and do not describe current incentive eligibility. Transport Canada’s closed-program information

What happened to other outstanding claims?
Transport Canada says a temporary submission process for outstanding iZEV claims resumed on July 11, 2025. Dealerships and authorized sellers could submit up to 25 claims a day for qualifying vehicles delivered from April 1, 2024 through January 12, 2025, where an incentive had been provided. Existing program criteria continued to apply. This was an administrative process for outstanding claims, not a reopening of iZEV for new purchases. Transport Canada’s program evaluation

iZEV is over, so its former incentive amounts and vehicle rules should not be used to estimate a current discount. Transport Canada directs readers to the Electric Vehicle Affordability Program (EVAP) for current information. Check the live federal rules for eligibility, funding and model requirements before buying; iZEV’s past limits do not establish that a particular Tesla or other vehicle qualifies under EVAP. A federal grant record lists a Tesla Motors Canada Inc. – Lawrence EVAP reimbursement agreement for April 1 through June 30, 2026: $907,500 representing 182 incentives. That record shows reported participation in that later program period; it does not establish current eligibility for every Tesla model or every buyer. Government of Canada grant record
Transport Canada’s separate audit page also discusses an earlier iZEV audit and says acceptance of Tesla’s own incentive template form occurred as a one-time occurrence in 2019.
