What did Stabenow propose?
On November 18, 2024, then-Senate Agriculture Committee Chair Debbie Stabenow introduced the Rural Prosperity and Food Security Act. Her proposal included changes to crop insurance and farm subsidies alongside funding for nutrition and rural communities. The Senate committee described it as providing $39 billion in new resources.
Estimated crop-insurance premium reimbursement
Successful Farming reported that the proposal would provide an estimated $2 billion in crop-insurance premium reimbursements almost immediately. Earlier ARC and PLC payments
Stabenow’s statement said the bill would advance Agricultural Risk Coverage (ARC) and Price Loss Coverage (PLC) payments by six months and increase effective reference prices. These were proposed changes, not enacted program rules. Read her November 18 statement.

How would the bill’s funding have been divided?
The Senate Agriculture Committee described the proposal’s new resources this way:

Why was the proposal politically contested?
The bill arrived during a late congressional session, and the Successful Farming report described Republican criticism of its timing as well as disagreements over SNAP and climate-related conservation funding. Those disputes concerned the proposal’s broader priorities; they do not change the distinction between a proposed payment and money actually sent to farmers.

Did farmers receive the proposed $2 billion?
The available contemporaneous sources establish that Stabenow introduced the bill and that the $2 billion was an estimate of proposed premium reimbursements.
