Contemporaneous coverage linked the decline to sharply weaker soybean oil and market concern about future U.S. biomass-based diesel requirements—but the reported EPA recommendation was an unconfirmed rumor, not a final policy decision.

Successful Farming reported that the July 2025 soybean futures contract settled at $10.51¼ per bushel, a decline of 26½¢, on May 15, 2025. This is a futures-contract close, not a cash price for soybeans or the price of a different delivery month.

Why soybean futures fell

Soybean oil weakness weighed on the market

Successful Farming said soybean oil was limit down and weighed on soybean demand. Reuters coverage also pointed to weakness in soybean oil and lower crude-oil prices as part of the market backdrop. These factors were discussed alongside uncertainty about U.S. biofuel policy.

Traders reacted to an unconfirmed EPA-related rumor

Arlan Suderman, chief commodities economist at StoneX, said the industry had requested a biomass-based diesel production mandate of 5.25 billion gallons, compared with 3.35 billion gallons then in place. He said traders were reacting to a rumor that an EPA recommendation might be nearer 4.6 billion gallons. Suderman emphasized: “Traders reacted negatively to rumors that the EPA recommended something closer to 4.6 billion gallons, but all of this is currently just unconfirmed speculation.” The reported figure was not an announced or final EPA requirement.

What USDA projected for the next marketing year

USDA’s May 14, 2025 Oil Crops Outlook forecast 2025/26 U.S. soybean production of 4.3 billion bushels and ending stocks of 295 million bushels. Those were forecasts available the day before the market close, not final production or stock figures. They provide supply context, but the May 15 coverage identified soybean-oil weakness and biofuel-policy concerns as the immediate market pressures.
