FAA records confirm that a temporary order required scheduled-operation reductions at 40 high-impact airports, but they do not verify Southwest’s reported count or establish that all 40 airports issued emergency ground stops. The order ended November 17, 2025; it is not an active restriction.
What happened to flights in November 2025?
On November 6, 2025, the Federal Aviation Administration issued an emergency order requiring carriers to reduce scheduled domestic operations at 40 named high-impact airports. The reductions were phased in, then capped at 6% before the order was terminated. This was a temporary measure during the federal government shutdown, not a standing rule for Southwest or other airlines.
The FAA described the measure as a reduction in scheduled operations at listed airports. A ground stop is a distinct operational restriction, and the official material cited here does not show that all 40 airports called emergency ground stops.

The FAA’s November 12 update confirmed the 40-airport scope and the 6% cap. In its November 16 announcement, FAA Administrator Bryan Bedford said, “Today’s decision to rescind the order reflects the steady decline in staffing concerns across the NAS and allows us to return to normal operations.”

Did Southwest have more than 726 disrupted flights?
VisaVerge reported that Southwest logged “more than 726 disrupted flights” during the measures. The report does not identify the operational dataset or explain what it counted as a disruption, and the FAA documents do not independently confirm the number. Treat it as a figure attributed to that report—not as an official FAA statistic or a verified count of Southwest cancellations.
That distinction matters: a scheduled-operation reduction does not by itself establish how many flights a particular airline cancelled, delayed, or otherwise classified as disrupted. The available official records establish the order’s scope and timeline, not a nationwide passenger-impact total.

What should travelers do during a new disruption?
The November 2025 order has ended. For any later disruption, check the airline’s current flight-status and rebooking information alongside current FAA updates; historical advice or policies from that episode do not guarantee what an airline will offer now.
During the 2025 episode, the report said Southwest directed affected passengers to its website or mobile app to rebook and check status updates frequently. It also advised travelers with important appointments to allow extra time and avoid tight same-day connections during unstable periods. Those were event-specific recommendations, not a current waiver or guarantee. Keeping a phone charged—or carrying a power bank—may help when checking updates or rebooking through an app, but it cannot prevent a disruption.
