What the FY2025–26 budget proposed
FY26 refers to Pakistan’s fiscal year 2025–26. In its June 2025 budget announcement, the government proposed a Special Relief Allowance for Armed Forces officers, JCOs and soldiers. Radio Pakistan reported that the expense would be met from the Defence Budget allocated for 2025–26, but did not state a separate total for the allowance. Radio Pakistan’s budget report and the Associated Press of Pakistan account describe the budget proposal.

Dawn reported the 50% and 20% figures while covering the committee testimony; the rates should therefore be attributed to that reporting, not presented as though the committee record itself had been reviewed. The reproduced memorandum says the 20% allowance is calculated on basic pay as of 30 June 2025 and is effective from 1 July 2025. Its stated effective date is distinct from the June budget announcement, which described a proposal rather than serving as an implementation notice.

Dawn’s account of the finance secretary’s testimony reports a 50% rate for officers, but the available sources do not establish an officer-specific effective date, calculation details beyond basic salary, or a directly accessible primary implementation document.
How to interpret the announcements
- June 2025 budget announcement: the allowance was presented as a proposal for Armed Forces officers, JCOs and soldiers, with spending to come from the FY2025–26 Defence Budget.
- Later committee reporting: Dawn reported the 50% officer rate and 20% JCO and soldier rate based on testimony by Finance Secretary Imdadullah Bosal.
- Memorandum for JCOs and soldiers: a reproduced Ministry of Defence memorandum dated 10 July 2025 specifies 20% of basic pay as of 30 June 2025, effective 1 July 2025.
These records support different levels of detail for different categories. The budget proposal, later reported rates and memorandum should not be treated as a single announcement with identical implementation evidence for every beneficiary.
