How Social Savings Groups Work: VSLAs, ROSCAs, and Shared Funds

Savings groups pool contributions to rotate payouts or build a fund for member loans. Learn how VSLAs and ROSCAs differ, what safeguards matter, and how to interpret impact claims.

Social savings groups let members save together, borrow from a shared fund, or take turns receiving a pooled payout. The rules differ by model: a rotating savings and credit association (ROSCA) schedules who gets the pot next, while a village savings and loan association (VSLA) typically builds a fund that members may borrow from and divide at the end of a cycle. Neither structure guarantees higher income or protection from every emergency; results depend on the group’s rules, members’ circumstances, and local context.

How do savings groups work?

A savings group is a group of people who agree to save together under shared rules. In CARE’s description, a VSLA typically has 15–25 members from one village or community. Members meet regularly, contribute savings, and may lend from the pooled fund to one another. Loans might help pay for business activity, education, or an emergency, but those are possible uses—not guaranteed outcomes for every member. CARE’s savings-groups overview describes this model.

Groups decide important details themselves, such as how much members contribute, who may borrow, what repayment terms apply, and how records are kept. The result is not one standardized financial product: two groups using the same broad model may set different contribution schedules, loan conditions, and cycle lengths.

What is the difference between a savings group and a ROSCA?

A ROSCA and an accumulating savings group both collect members’ contributions, but they make the pooled money available in different ways. A ROSCA rotates the pot among members; an accumulating group holds savings in a shared fund and may make loans from it before distributing the remaining value at the cycle’s end. The World Bank’s description of informal savings and credit systems explains these as common models, not universal rulebooks.

How the pooled money is used One member receives the common pot at each meeting, following a rotation. Contributions build a group fund; members may borrow from it under agreed terms, and accumulated savings and interest may be shared at cycle-end.
When a member gets access When their turn in the rotation arrives. A member may not be able to withdraw at the moment they need money if another person is scheduled to receive the pot. When funds are available and the group’s lending rules permit a loan; the remaining share-out is generally tied to the cycle’s end.
Administration The World Bank description characterizes the model as simple and requiring little bookkeeping. Requires clear records and controls for the shared fund; records in the described model may be kept through memorization, passbooks, or a central ledger.
Flexibility Primarily organized around scheduled contributions and payouts. Members can set savings practices and loan terms, within the group’s agreed rules.

When a ROSCA may fit

A rotating payout can suit members who can contribute regularly and are willing to wait for their turn, or who value a predictable schedule. The trade-off is limited flexibility: a member whose need arises before their scheduled payout may not be able to access the pot early.

When an accumulating group may fit

A pooled fund with lending can offer another route to access: a member may request a loan before the cycle ends if the fund has enough money and the rules allow it. That flexibility depends on the group’s liquidity and governance, so it is not the same as having an individual savings account with on-demand withdrawals.

What should members agree on before pooling money?

Shared savings work best when members can understand and check the rules. The World Bank’s described VSLA model includes member-selected services and terms, several recordkeeping options, and a cash box secured with multiple locks, with key holders separate from the management committee. These are features of that model, not universal requirements or a guarantee against loss.

  • Contributions: Set the amount, frequency, and process for handling a missed contribution.
  • Loans: Agree who may borrow, how requests are approved, loan limits, interest or other charges, repayment dates, and how late payments are handled.
  • Records: Choose a method members can inspect and understand. Each contribution, loan, repayment, and payout should be recorded consistently.
  • Cash and keys: Make clear who handles cash, who holds keys or access credentials, and how members can verify balances and transactions.
  • Cycle and exit: Define the cycle’s length, how a share-out is calculated, and what happens if a member leaves or the group winds down.

Those choices are practical governance safeguards, not proof that any one arrangement eliminates fraud, disputes, or accidental loss. Members should be able to see how decisions are made and how the recorded balance matches the money held.

What can savings groups realistically do for members?

Published evidence supports a measured claim: group participation can improve access to savings and loans in particular settings, but it does not establish that every savings group will raise members’ income or prevent hardship.

A randomized evaluation of CARE VSLAs in Ghana, Malawi, and Uganda reported increases in overall savings and in women taking loans in program locations. It also found variation in participation and effects across countries, so its findings should be read as evidence about those program settings, not a universal effect size for informal groups. The CARE Evaluations report distinguishes ROSCAs from accumulating savings groups in its analysis.

CARE’s current program page reports nearly 30 million people reached across 67 countries and more than $11.5 billion in savings and lending. It also reports average income growth of 275% within five years, members being 50–60% less likely to face food shortages, and members being up to 85% more likely to have savings available for emergencies. These are CARE-published program claims; the page does not provide a study design or methods for those headline comparisons, so they should not be treated as independently verified causal estimates. Broader evidence also cautions against equating group membership with economic transformation. The World Bank’s 2023 summary of women’s-group evidence in South Asia says groups can positively affect savings, civic inclusion, and social capital, while programs have been less successful at improving income and labor-market participation, particularly at scale. That evidence covers women’s groups broadly, not savings groups alone. The World Bank summary provides that wider context.

CGAP’s 2019 synthesis describes ways financial services can help people recover from shocks and invest, while emphasizing that inclusion results vary and that digital services can also carry risks, including a possible weakening of social networks. Access to a savings mechanism is useful for some needs; it is not a guarantee of prosperity. CGAP’s evidence synthesis discusses those qualifications.

Can a savings group cover an emergency?

A group fund may help members manage some expenses, but it has finite liquidity. World Bank material on resilience notes that group savings are unlikely to cover some large or widespread shocks. A member should not assume that the group can replace insurance, public assistance, or other forms of financial and social protection when many members face the same crisis at once. Are savings groups becoming digital?

Some organizations are testing connections between savings groups and digital financial services, but there is no basis here to treat a particular app or service as universally available or suitable. CARE says it has tested and expanded digital and financial models with groups in Uganda, Rwanda, Bangladesh, Malawi, and Sierra Leone, and describes practical learning and partnerships with financial institutions and fintechs. That is country-specific experimentation, not a recommendation for every group. CARE’s digital savings-groups page describes this work.

The 2025 Global Findex report draws on nationally representative surveys of about 148,000 adults in 141 economies conducted during calendar year 2024. It includes indicators on mobile-phone ownership, internet use, and digital safety alongside financial-service use, making it useful for broad context rather than direct evidence that a specific savings group should digitize. What CARE’s reported scale figures do—and do not—show

CARE’s 2025 annual-report page says its program spans 30 million members across 67 countries and reports $1.8 billion saved and $105 million in micro-loans in the year described. These are organizational reporting figures; the page’s summary does not establish that every member received a loan or experienced a particular financial outcome. The annual-report page is available at CARE’s 2025 VSLA Annual Report.

The same page quotes Yuditha, identified as a Tanzania savings-group chairperson: “Even after CARE’s support ends, we will keep growing. We are now women of economic freedom.” It is a participant quotation presented by CARE, illustrating one member’s perspective rather than an independently assessed outcome.
