Shipt’s Pay Algorithm Squeezed Gig Workers. They Fought Back

Shipt shoppers used receipt data and organizing to challenge a less transparent pay system. Their 2020 audit found uneven results in its submitted sample, but could not reveal the algorithm’s formula.

Shipt shoppers challenged a 2020 shift from a simple per-order formula to less transparent offer pay by collecting their own pay records and organizing protests. Their audit found lower pay for many people in the submitted sample, but it could not reveal how Shipt’s algorithm calculated individual offers or establish the campaign’s effect on worker conditions.

How Shipt’s shopper pay changed

Under the earlier formula reported by data scientist Dana Calacci, Shipt paid shoppers $5 per delivery plus 7.5 percent of the customer’s in-app order total. In 2020, the company replaced that formula with offer pay tied to estimated effort. Shipt later described the factors as order amount, estimated shopping time and mileage, but did not disclose the precise calculation. Calacci’s account in IEEE Spectrum documents the change and the audit that followed.

The distinction matters: an offer estimate is not the same as a guaranteed net hourly wage. Actual time, mileage, expenses and tips affect what a shopper keeps, while the internal calculation was not available for independent review.

What the worker-led pay audit found

By October 2020, the project had collected more than 5,600 pay screenshots from more than 200 Shipt shoppers. In that submitted data, 40 percent of workers earned less under the new algorithm; half of those workers had cuts of 10 percent or more. About one-third of workers represented in the collected geographic data earned below their state minimum wage. These figures describe the people and records submitted to the project, not a representative estimate for all Shipt shoppers.

The collective’s account also said the new system produced slightly higher average pay across its data, while gains were unevenly distributed. That average does not contradict the finding that many participants received less: an overall mean can rise while a substantial share of workers lose, especially when gains are concentrated. The SHIpT List’s analysis presents the worker collective’s interpretation; Calacci’s reporting provides the project’s sample statistics.

How shoppers audited their pay

Shipt shopper Willy Solis and the SHIpT List organized the effort, with assistance from Coworker.org and data scientist Dana Calacci. They built a text-based Shopper Transparency Calculator: shoppers sent receipt screenshots by SMS, and optical character recognition extracted details for analysis and returned results to workers. The project turned scattered personal pay records into a collective dataset that workers could use to discuss patterns and organize.

The receipts could show what appeared in the submitted pay records and how outcomes varied within that sample. They could not expose Shipt’s source code or establish why a specific offer was set at a specific amount. Calacci stated, “Our research didn’t determine how the new algorithm arrived at its payment amounts.” A hypothesis that Shipt estimated total order time and aimed at roughly $15 per hour was the researcher’s best guess, not a disclosed company formula or a measured finding, so it should not be treated as established fact.

Why Shipt shoppers protested

Workers objected to pay they described as unpredictable or reduced, and to the loss of a formula they could readily understand. In 2020, the organizing included boycotts and strikes, as well as demonstrations at Shipt’s Birmingham headquarters and Target’s Minneapolis headquarters in October. Organizers sought a meeting with Shipt executives and, according to Calacci’s account, received no direct response.

The audit documented pay outcomes in its submitted sample; it did not establish that protests changed Shipt’s pay practices or improved working conditions. Calacci wrote, “Did the protests and news coverage have an effect on worker conditions? We don’t know, and that’s disheartening.”

What Shipt said about its pay model

In a February 8, 2022 company post, Shipt described Offer Pay as an effort-based estimate and said its Earnings Standard guaranteed at least $16 per hour in every market, based on Shipt’s own time and effort estimates. The company said the standard exceeded $27 per hour in select markets, with bonuses and tips potentially adding to earnings. Those figures were company-stated standards based on its estimates—not results independently measured by the worker audit or proof of each shopper’s realized hourly earnings. How Shipt says shoppers are paid now

As of the Shipt Help page last updated February 20, 2026, shoppers are independent contractors paid per completed order, with offers showing estimated pay based on time and effort. Shipt says shoppers receive 100 percent of tips. Eligible shoppers who have accepted Stripe Connect terms and completed at least one weekly payout can access completed-order pay instantly up to three times daily; otherwise, the company says direct deposit arrives Friday for the preceding Monday-through-Sunday work week. Separate legal disputes do not settle the pay-algorithm question

In California, Turner v. Shipt alleged worker misclassification and violations involving expenses, minimum wage, overtime and other Labor Code claims. The settlement FAQ says Shipt denied wrongdoing and denied shoppers were employees; the court did not decide the merits, and the settlement was a compromise. The class covers approved shoppers who accepted or completed at least one California order from September 19, 2018 through July 28, 2023. The settlement FAQ describes the class and procedural posture.

Separately, on October 27, 2022, the District of Columbia Attorney General announced a lawsuit alleging that Shipt misclassified shoppers and violated District wage, sick-leave and related laws. Those are the office’s allegations, not a finding of liability. The Attorney General’s announcement states the claims.
