Federal officers in Basic Scale 17 and above covered by the current FBR drive must submit their income and asset declarations for financial year 2025–26 by October 30, 2026. As of October 8, that deadline had not passed, so current reporting does not establish that officers in this filing cycle have failed to declare assets.
Who must file, and what period does the declaration cover?
Current reports say the digital filing requirement covers federal officers in BS-17 and above, specifically officers in the Inland Revenue Service and Pakistan Customs Service. The declaration is for financial year 2025–26, which ended June 30, 2026. The reported instructions were issued through an Establishment Division memorandum dated September 16, 2026; the details have been reported by Business Recorder and Dawn.
This is a civil-servant income and asset declaration process, not an individual income-tax return or wealth statement. Establishment Division has said the systems serve different purposes and operate under separate legal frameworks, according to Dawn’s May 14, 2026 report.
What is the filing deadline and how does online submission work?
The reported deadline for the FY 2025–26 declaration is October 30, 2026. Officers submit through a dedicated FBR portal rather than by manual submission. The process reported by Business Recorder is:

- Complete the declaration: Fill out and submit the declaration in the portal by October 30.
The reports do not establish that the deadline has been extended. Officers should follow official FBR or cadre-administrator communications for any change.
What happens after filing?
FBR plans to conduct risk-based checks and communicate verification results to the relevant cadre administrator. The current reporting does not explain the risk criteria or specify what action would follow a discrepancy.

Selected non-sensitive information is expected to be published, rather than complete declarations. On May 14, 2026, Establishment Division Secretary Nabeel Awan told the Senate Standing Committee on Finance and Revenue that “Declarations would be publicly accessible in a redacted form to ensure transparency while safeguarding personal privacy,” according to Dawn. The specific fields to be made public have not been established in the reported material.
How can an officer correct a declaration?
Dawn reported that errors may be corrected through the portal until November 30, 2026, with authorization from the cadre administrator. The correction window is reported for this filing drive; officers should confirm the required authorization process with their administrator.

What did FBR do about earlier missing declarations?
The current deadline is not proof of non-compliance. A separate, documented enforcement action concerned an earlier backlog: in a final notice dated April 14, 2023, FBR said some officers had not submitted declarations for periods through June 30, 2022, and set April 30, 2023 as the final submission date. The notice warned that non-compliance could lead to performance-allowance de-notification and treatment as misconduct. FBR’s 2023 notice reproduced a guideline calling for de-notification of performance allowance for three months or until the declaration was filed, whichever was later.

The earlier notice is evidence of enforcement in that prior cycle, not confirmation that the same sanctions apply to the 2026 filing drive. Current reporting does not establish a count of officers who have missed the 2026 deadline, nor does it specify the penalties for missing it.

Why is the declaration process being made public?
According to Dawn’s May 14, 2026 report, the disclosure effort was linked to IMF governance and corruption-related benchmarks, with publication and risk-based verification described as policy commitments. That reporting does not establish that the IMF prescribed the exact contents of individual declarations. The government’s reported position was to publish selected information in redacted form, citing security and privacy concerns about releasing complete declarations.
