The case also prompted scrutiny of Brown’s campus-safety leadership and preparedness. Those are related in timing, but the available reporting does not establish that the online claims caused Brown’s leadership changes or that Sequoia Capital took institutional action.
Who was wrongly suspected, and who did investigators identify?
After the shooting, online theories blamed a Palestinian Brown student. The Washington Post reported on December 19, 2025, that those theories were unfounded and collapsed after authorities identified the suspect. CAIR, an advocacy organization, condemned Sequoia Capital partner Shaun Maguire and others for raising suspicion about an innocent Muslim student. These are attributed accounts; they should not be confused with law enforcement’s identification of the shooter.
The FBI and the U.S. Attorney’s Office for the District of Massachusetts identified Claudio Manuel Neves Valente as responsible for the Brown attack and the December 15 killing of MIT professor Nuno Loureiro. The FBI said Neves Valente began planning the Brown attack in 2022. Brown says he had been a graduate student for three semesters, took leave in 2001, and formally withdrew effective July 31, 2003. He was not a current student or employee.
Brown’s review says two students were killed and nine were injured in the December 13 shooting at the Barus and Holley building. The online accusation and the official identification are distinct accounts: suspicion directed at a student was not the finding of investigators.

What is known about Maguire and Sequoia’s response?
CAIR’s December 2025 statement condemned Maguire, a Sequoia Capital partner, and others over allegations directed at the Brown student. The Washington Post’s December 19 report described the theories as unverified and reported that they fell apart after law enforcement identified Neves Valente.
The available reporting does not establish Maguire’s exact words, his motive, or any later conduct. It also does not verify a formal Sequoia response or institutional action. That means the episode can be described as scrutiny involving a Sequoia partner, but not as a documented Sequoia leadership change.

What changed in Brown’s campus-safety leadership?
Brown’s Corporation said a review of the Department of Public Safety and Emergency Management’s (DPSEM) organization and leadership was already underway when the shooting occurred. Separately, the Associated Press reported that President Christina Paxson placed campus police chief Rodney Chatman on leave on December 22, 2025, and named former Providence police chief Hugh T. Clements as his replacement. The timing establishes a leadership change and concurrent scrutiny; the sources do not establish that the online theories caused the personnel decision.
Brown announced initial safety measures and external reviews on December 22, 2025. On August 28, 2026—more than eight months after the shooting—the university released a Safety and Security Action Plan drawing on multiple reviews. The work considered physical security, staffing and leadership, emergency management, governance, training, and crisis response.

What did Brown’s external review conclude?
Brown’s summary of Teneo Risk’s external review said it was “highly unlikely that the shooting could have been prevented,” while also identifying improvements to preparedness and response. Teneo’s review team, as quoted in Brown’s report, stated: “Our review found nothing in Neves Valente’s academic history or records to suggest a propensity for violence or an animus toward the University, nor is there any evidence that he had any contact with Brown personnel prior to the attack.”
The assessment is about what the review found in the records and circumstances it examined. It does not mean Brown concluded that every safety measure was adequate: the university’s action plan addresses areas for further improvement.

What does the federal review mean?
The U.S. Department of Education announced on December 22, 2025, that it would review Brown for potential violations of the Clery Act, which sets campus-crime reporting and related requirements for covered institutions. The announcement opened a review; it is not a final determination that Brown violated the law.
