Oklo and European advanced nuclear developer newcleo announced plans on October 18, 2025, to develop U.S. advanced nuclear fuel fabrication and manufacturing infrastructure. The proposal includes up to $2 billion in potential newcleo-affiliated investment, but Oklo says that investment is conditional on mutually acceptable documentation and industry conditions. It is a proposed partnership—not a completed investment or an operating fuel complex.

What Oklo and newcleo announced

The companies described a plan to add U.S. capacity for fabricating advanced nuclear fuel. Oklo said it would lead work on possible surplus-plutonium utilization, while newcleo would contribute relevant fuel experience and potential project capital. Any surplus-plutonium work remains contingent on agreements and approvals and would be subject to U.S. safety, security, safeguards, and regulatory oversight.

The announced figure of up to $2 billion is not evidence that funds have been invested or that projects are fully funded. Oklo qualified the potential investment as dependent on mutually acceptable documentation and industry conditions. Contemporary coverage also reported possible participation by Swedish developer Blykalla; that possibility should not be read as a confirmed commitment.

How the separate fuel projects fit together

Fuel fabrication, used-fuel recycling, and surplus-plutonium utilization are connected parts of a potential advanced-nuclear supply chain, but they involve different materials, facilities, regulatory steps, and levels of maturity. The milestones reported to date do not establish an integrated, commercial supply chain.

Aurora fuel fabrication Oklo’s proposed Aurora Fuel Fabrication Facility at Idaho National Laboratory (INL), Idaho; the fuel work involves HALEU and recovered EBR-II material. DOE approved the facility’s conceptual design in October 2024. In a June 2026 SEC filing, Oklo reported DOE approval of four safety and design documents, selection under the DOE Fuel Line Pilot Program, and completion of an end-to-end demonstration of key recycling stages with Argonne and INL. These design, program, and demonstration milestones do not mean commercial fuel production has begun.
Used-fuel recycling research Used nuclear fuel; Oklo’s DOE-supported project studies heavy-element deposition in molten salt to inform a pyro-processing plant design. On February 5, 2026, DOE announced more than $19 million in total awards to five U.S. companies. DOE said projects could last up to three years and required recipients to provide at least 20% cost share. This is research support, not a completed commercial recycling plant.
Potential surplus-plutonium utilization Surplus plutonium; potential work associated with the Oklo–newcleo partnership and proposed fuel infrastructure. Oklo said it would lead the effort, with newcleo bringing relevant fuel experience and potential capital. The work is contingent on agreements and approvals and subject to U.S. oversight. The announcement does not establish that the work is authorized, funded, or underway at an operating facility.
Proposed Tennessee advanced fuel center Oklo’s proposed Oak Ridge, Tennessee, facility, described as the first phase of a larger advanced fuel center. Oklo announced a roadmap of up to $1.68 billion and estimated more than 800 jobs. In June 2026, it said it had completed a licensing project plan with the NRC and was in pre-application engagement. The investment, job count, and early-2030s production target are company projections; the facility’s production depends on regulatory review and approvals.

What DOE’s recycling figures mean

DOE says less than 5% of the potential energy in the nation’s nuclear fuel is extracted after five years of operation in a commercial reactor. It also estimates that recycling could increase resource utilization by 95% and reduce waste by 90%. Those percentages describe potential benefits stated by DOE, not measured outcomes from Oklo’s project or proof that a proposed plant will achieve them.

The February 2026 awards support research into recycling methods. They are a separate milestone from facility design approvals and from Oklo’s proposed commercial fuel center. Research awards and demonstrations can advance technical work, but they should not be mistaken for licensed, operating production.

What remains uncertain

  • Partnership funding: The up-to-$2-billion figure is conditional; the announcement does not confirm a completed investment.
  • Project scope and participation: Proposed facilities, surplus-plutonium work, and possible participation by Blykalla remain subject to their respective conditions and agreements.
  • Licensing and timing: Oklo reported pre-application engagement with the NRC in June 2026. That is not a final license or approval to operate a Tennessee facility.
  • Commercial readiness: DOE design approvals, research awards, and a demonstration of key recycling stages are meaningful progress reports, but none establishes commercial-scale fuel production.

In a statement about negotiations over surplus-plutonium utilization, Oklo co-founder and CEO Jacob DeWitte said, “Fuel supply constraints are a key throttle to advanced reactor development.” The quote describes the rationale Oklo gave for those negotiations, not proof that the proposed partnership has resolved fuel-supply constraints.

Why this matters to investors and the broader fuel supply

For readers following Oklo as a company, the distinction between plans and completed milestones matters: large investment and employment figures can signal ambition without representing capital already deployed, jobs already created, or operating capacity. The more concrete progress reported so far includes DOE approvals and program selection for the INL facility, a completed demonstration of key recycling stages, DOE-funded recycling research, and Oklo’s reported NRC pre-application work for Tennessee.

Each milestone addresses a different stage of development. The proposed partnership could broaden the companies’ plans for U.S. fuel infrastructure, but the announcements and filings cited here do not show that the facilities are operating or supplying commercial fuel.
