The release attributes this statement to “the SECP Chairperson”: “Developing a vibrant and sustainable insurance sector is a key focus of our five-year strategic plan. We are guided by a commitment to core principles that ensure a level playing field: championing competition and market openness, removing barriers such as legal monopolies, privatization and ensuring our regulatory framework meets the highest international standards.” The quoted passage does not identify the chairperson by personal name.

Is the SECP consultation still open?

No conclusion that it remains open follows from the announcement. SECP said comments and suggestions could be submitted within 30 days of publication and that it would schedule consultation sessions. Because publication was announced on September 12, 2025, that 30-day invitation is historical, not a current call for comments.

Have the draft rules become final?

The available sources do not establish whether the proposal was finalized, amended, withdrawn, or replaced after its September 2025 release. The fact that the 2025 draft appears in SECP’s draft-instruments archive does not, by itself, prove its current legal status. Readers who need to determine the rules currently in force should check SECP’s latest official instruments and announcements rather than treat this draft as effective law.
