The Securities and Exchange Commission of Pakistan (SECP) announced on March 14, 2026, that the investment ceiling for a Sahulat Account has increased from PKR 1 million to PKR 3 million. The change also allows an investor to open an account with more than one licensed securities broker, but only one Sahulat Account with each broker. SECP has not specified a precise legal effective date in the announcement.
What changed in the Sahulat Account rules?
- Higher investment ceiling: SECP says the limit rose from PKR 1 million to PKR 3 million.
- More broker choice: An investor may open Sahulat Accounts with multiple licensed securities brokers, while keeping no more than one Sahulat Account with any single broker.
SECP’s March 14, 2026 announcement describes both changes. The regulator’s Q1 2026 market review also records the increase as part of customer-onboarding reforms. Neither source identifies an implementing circular or gives a specific legal effective date, so the announcement should not be treated as proof of a separately verified commencement date.
Who is the Sahulat Account for?
SECP describes the account as a simplified way for small investors to participate in the stock market. It says the account is intended to make access easier for small retail investors and characterizes it as particularly suitable for low-risk retail investors and people entering the market for the first time. These are the regulator’s descriptions of the account’s purpose, not individualized investment advice or a guarantee that it is suitable for every person.
How does opening an account work?
In its March 2026 release, SECP says individuals can open a brokerage account with a licensed broker by submitting a CNIC, and that brokers offer online account opening. The release also says a broker’s risk assessment may categorize an individual as low risk for purposes of opening this type of account. This summary is not a complete statement of legal or broker-specific requirements.

Before applying, confirm directly with the licensed broker the current eligibility criteria, documents, fees, trading restrictions, and account operating terms. SECP says licensed securities brokers offer Sahulat Accounts; its announcement does not rank brokers or identify a best provider.
Is the old PKR 800,000 limit still current?
No. SECP’s September 2022 Sahulat Account FAQ lists an older PKR 800,000 ceiling and says an investor could maintain only one such account across brokers. Those answers predate the March 2026 announcement and should not be used as the current limits. The FAQ itself says it is illustrative and that applicable laws, rules, and regulations prevail if there is an inconsistency.

What does the announcement not establish?
SECP’s release gives a market-wide figure of 542,748 individual sub-accounts, but does not specify the measurement date or say these were Sahulat Accounts. The figure therefore should not be read as a count of Sahulat Account holders.
The release and quarterly review confirm the announced ceiling change, but do not identify the legal instrument implementing it or its precise effective date. Investors who need to know the binding rule or when it applies should verify the current position with SECP or their licensed broker.
