Ruwel Redundancies: What Happened After the 2009 Insolvency Filing

Ruwel’s April 2009 redundancy plan preceded formal insolvency proceedings. Later reports described 180 job losses, rehires and an unsettled rescue process.

Ruwel GmbH’s planned redundancies were reported in April 2009, ahead of formal insolvency proceedings scheduled to begin on 1 May. Later reports described major job cuts, a proposed rescue that faltered, and a subsequent restructuring. The figures and outcomes below are snapshots from 2009 reporting, not statements about Ruwel’s present-day status.

When did redundancies at Ruwel start?

Ruwel, a German printed circuit board (PCB) manufacturer, filed for insolvency in February 2009. On 17 April, Printed Circuit Design & Fab reported that no investor had been found since the filing and that insolvency administrator Horst Piepenburg proposed beginning formal proceedings on 1 May. The report said employees would receive their salaries through April by way of insolvency payments.

That April account described the plan before proceedings began; it is not, by itself, confirmation of the precise date on which individual redundancies took effect.

How many Ruwel employees lost their jobs?

The administrator’s September 2009 statement said 180 employees had been dismissed or made redundant by May. A later EDN report described the workforce as falling from about 400 to 180. These are reported figures from different points in the process, and the sources do not provide a complete employee-by-employee timeline.

EDN also reported that Ruwel had rehired 26 former employees by September and planned to create another 40 to 50 jobs. Those were later developments and plans, not a reversal of the earlier job losses or a guarantee that the additional positions were filled.

Why did Ruwel become insolvent?

A contemporary German trade report said Ruwel filed at the Kleve district court on 3 February 2009 after it could no longer meet current payment obligations. It identified Piepenburg as provisional administrator and reported that 58% of sales were associated with the automotive value chain. The filing came amid the global financial and automotive downturn. (all-electronics, 3 February 2009)

Ruwel’s exposure to automotive customers also mattered to the proposed business case for keeping production in Europe. EDN quoted marketing manager Frank Hoiboom: “Several partners in the automotive industry have told us that it is important for them to have a strategic partner in Europe.” That was a comment about customers’ interest in supply continuity, not a statement about employees’ views on the redundancies.

Was Ruwel closed or rescued?

The accounts describe different stages and should not be collapsed into a single outcome. In its 16 September 2009 statement, Horst Piepenburg Rechtsanwälte said prospective investors had withdrawn from a proposed solution and that a court and creditors’ meeting decided to close the company. The statement also recounted employees’ efforts to resolve outstanding dismissal claims.

EDN’s separate report from the same date described a rescue arrangement involving BlueBay and an unnamed Asian partner, as well as the workforce reductions, rehires and planned positions. Together, these reports reflect a changing process and differing accounts of its stages; they do not establish a single, uncomplicated sequence of permanent closure followed by rescue. The available 2009 accounts also do not establish Ruwel’s current corporate status.
