Queensland’s drought can hurt country pubs indirectly, as falling farm income and fewer seasonal jobs reduce spending across a town. A Fair Work Ombudsman report recorded one Charleville pub closing after sitting largely empty, but it does not name the pub or establish a current statewide wave of closures. The case is historical; the economic pressures it illustrates can still help explain why rural businesses become vulnerable.
What is known about the Charleville pub closure?
The Fair Work Ombudsman’s National remote and regional locations campaign report states: “One of the town’s two remaining pubs was forced to close after sitting largely empty for some time.” The report links Charleville’s downturn to drought-related effects on agriculture and horticulture, including consequences for seasonal work and flow-on effects in transport, accommodation, retail and hospitality. It does not identify the pub or give a closure date.
This is evidence of a specific historical closure, not proof that country pubs are currently closing across Queensland at a particular rate. The available figures below concern regional small businesses and earlier survey periods; they are not pub-specific or current trading statistics.
How does drought pressure reach a pub or main street?
The impact can travel through several connected parts of the local economy. When graziers have less income, agricultural businesses and rural contractors can lose work. That can mean fewer jobs or hours, less household spending, and weaker trade for town shops and services—including hospitality venues that rely on residents, workers and visitors.

Kelly and Phelps describe the interconnected effect through an anonymous survey participant’s words: “Drought has the full ripple effect, it affects every aspect of our business, it has had a significant effect” (Interview 3). The quotation comes from their 2019 study of central western Queensland businesses, not from a pub owner speaking about the Charleville closure.
What did the regional business surveys find?
Kelly and Phelps’ 2019 article reports findings from a 2017 survey and describes business conditions over earlier periods. These results show the scale of pressure reported across regional businesses, but they should not be read as measurements of pub turnover or as a description of current conditions.

| Finding | What it covers |
|---|---|
| Longreach businesses reported a 60% turnover reduction in 2014–2015, followed by a further 26% reduction in 2015–2016. | Figures attributed to the study’s 2017 survey; they concern the reported periods, not current turnover. |
| Overall turnover declines of 50%–80% were reported from 2012 to 2016. | Regional small-business findings in the study, not pub-specific results. |
| Reduced employee hours were reported by 57% of tourism businesses, 33% of agricultural businesses and 45% of services and retail businesses. | Percentages attributed to the 2017 survey; these categories do not isolate pubs. |
| More than 40% of surveyed small-business owners reported cutting costs by not paying themselves wages. | Survey finding about small-business owners, not a pub-only figure. |
The study also found that tourism could buffer some drought effects, although tourism turnover declined substantially during the period examined. A visitor economy can therefore help support a town without guaranteeing that local businesses will be insulated from a broader downturn.
Why drought is not the only business risk
Kelly and Phelps identify other pressures on central western Queensland businesses, including online shopping, population decline, fixed costs, debt and seasonal trading patterns. These can matter alongside drought: a business may face fewer customers while rent, utilities, financing or other operating costs continue. The mix of exposure differs by business—some depend directly on agricultural activity, some on seasonal tourism, and others on broader main-street trade.

Where can a Queensland business look for help during drought?
Business Queensland’s drought guidance recommends planning for business continuity, restricted water supply, higher input costs and supply-chain disruption. Its guidance also points businesses toward reviewing insurance and finances and discussing hardship options with banks and utility providers. Free financial counselling may be appropriate where a business is struggling to manage debts or cash flow.
QRIDA’s Drought Carry-on Finance Loans page concerns producer loans, not general assistance for pubs. It says the former carry-on loan program closed on 30 June 2025. The page also records an announcement on 28 July 2026 that loans would be reinstated, while stating that final program and application details were still to follow. Eligibility and application status are time-sensitive, so check the current official page before relying on the program.
