What is the current U.S. tariff on Pakistani exports?
The latest action covered here is the July 23, 2026 Section 301 memorandum, which directs a 10% tariff on goods originating in Pakistan, subject to exemptions. The memorandum is a separate measure from the 2025 tariff episode. The applicable duty for a particular shipment depends on the tariff instrument in force, its effective date, the product’s Harmonized Tariff Schedule (HTS) classification, and any applicable exception. USTR described the July action as final. Its stated rationale was that Pakistan had failed to effectively enforce a prohibition on goods produced with forced labor. That is the U.S. government’s stated basis for the measure, not an independently adjudicated finding. How did the 29% figure arise?
The 29% figure refers to a proposed U.S. tariff in the earlier 2025 episode. A 2025 retrospective by the Pakistan Institute of Strategic Studies says the rate was reduced to 19% in August 2025. The 2026 Section 301 measure is a later, separate action; the historical 29% proposal should not be presented as today’s rate or added to the 2026 rate without checking the governing instruments and product-specific rules. How exposed is Pakistan’s trade with the United States?
USTR reports that U.S. goods imports from Pakistan totaled $5.4 billion in 2025, while total bilateral goods trade was $8.5 billion. These figures describe trade in goods across the year; they do not show the tariff rate paid on each product or the share exposed to a particular measure. USTR’s Pakistan trade page.
USTR’s 2026 materials give different figures for the 2025 U.S. goods trade deficit with Pakistan: the country page says $2.3 billion, while the 2026 National Trade Estimate says $2.1 billion. What do the tariff estimates say about possible export losses?
The Pakistan Institute of Development Economics estimated that the earlier proposed 29% tariff could reduce exports by 20–25%, or $1.1–$1.4 billion annually. This was a model-based projection tied to the 2025 proposal—not a measured loss, and not an estimate of the effect of the July 2026 Section 301 action. The available figures do not establish how much of any potential effect would fall on textiles or another individual sector. Nor do they report realized export changes after the 2026 measure. Aggregate trade totals and a modeled scenario cannot substitute for a product-by-product assessment.
What exporters and importers need to check
For a shipment decision, the headline rate is not enough. Confirm the applicable duty using the shipment’s origin, HTS classification, relevant effective date, and any exemption under each relevant instrument. A 10% measure described for Pakistan-origin goods does not, by itself, determine the total customs duty on a specific item.
