A successful IT-project pitch makes one decision easy: whether the organization should commit money, people and executive attention to a defined business outcome. Lead with the problem, quantify the expected value, compare credible options, expose whole-life costs and risks, and end with a precise request.
1. Start with the business problem and the decision required
Do not open with architecture, software features or a long project history. Begin with the business problem or opportunity, why it matters now and the decision you need from the audience.
Use a one-minute opening
State four points in order:
- Problem: what is failing, costing too much, creating risk or limiting growth?
- Impact: who is affected and what is the financial, operational, regulatory or customer consequence?
- Timing: why must the organization act now rather than later?
- Ask: what approval, budget, sponsorship or next step are you requesting?
For example: “Our manual claims process costs approximately 2,000 staff hours each quarter and delays settlements. We propose a staged workflow project, requiring $180,000 for implementation and approval to begin discovery in November. The target is to cut processing time by 30% within six months of launch.” Label figures as estimates until they are validated.
This approach follows the project-proposal logic described by Statistics Canada and the option-appraisal principle in HM Treasury’s Green Book (2026): decision-makers should be able to see the objective before they assess solutions.

2. Translate technical work into measurable outcomes
Executives rarely approve technology for its own sake. Connect each major deliverable to an outcome the organization values, and explain how that outcome will be measured.
Build a benefits chain
- Deliverable: a new service, integration, control or capability.
- Operational change: what users will do differently.
- Business benefit: lower cost, higher revenue, faster service, reduced risk or a non-financial improvement.
- Measure and date: the metric, baseline, target and review point.
A benefits table prevents vague claims:

Separate forecasts from commitments. The Project Management Institute’s guidance on business cases recommends measurable benefits, a timescale and a benefits-review plan. Assigning an owner matters because the project team may deliver a system while another department must change its processes to realize the value.

3. Compare realistic alternatives, including doing nothing
A preferred technical solution is not a business case. Present a small set of viable routes and explain why your recommendation performs best against the decision criteria. Include “do nothing” or maintain the status quo when it is a genuine option.
Use consistent comparison criteria

| Resources and dependencies | Which people, data, suppliers, approvals or other projects are required? |
| Measurement | How will success be verified? |
Depending on the facts, options might include a smaller phased change, an internal build, a vendor product, or retaining the current process. Do not force a build-versus-buy comparison when only one route is credible. If you recommend a vendor, explain implementation and maintenance costs alongside the purchase price; if you recommend an internal build, include development, security, infrastructure and ongoing support.

HM Treasury’s Green Book and PMI guidance both emphasize evaluating options rather than presenting a solution without context. A transparent comparison also gives executives a credible answer when they ask what happens if the project is postponed.
4. Make costs, risks, assumptions and timing visible
Understated costs are one of the fastest ways to lose trust. Show the financial commitment across the project’s life, not only the initial implementation estimate.

Include the complete cost picture
- Discovery, design, configuration or development
- Data migration, testing, training and change management
- Hardware, cloud usage, licenses and implementation partners
- Internal staff time and backfill
- Security, privacy, compliance and contingency work
- Recurring support, maintenance, renewals and future replacement
Show uncertainty instead of hiding it
List the assumptions behind estimates: scope, volumes, staffing, supplier availability, data quality and dependency dates. Identify the few uncertainties that could materially change cost, schedule or benefit. For each major risk, name its probability or range where your organization uses one, its impact, mitigation and owner.
Set out a staged timeline with decision gates: discovery, approval of the target design, implementation, pilot, rollout and benefits review. The amount of analysis should be proportionate to the project’s cost, complexity and risk, as reflected in UK government business-case guidance. A small internal improvement does not need the same model as a multi-year transformation, but neither should omit material ongoing costs.

5. Present for executives and finish with a direct ask
Put the bottom line first, use the audience’s language and keep technical detail available for questions or an appendix. Explain unavoidable jargon the first time you use it. Show how the proposal affects other initiatives competing for the same budget, specialists or operational capacity.
Prepare for the questions that test credibility
- What problem are we solving, and what is the cost of waiting?
- What evidence supports the benefit estimate?
- What is the total cost over the proposed period?
- What could make the plan fail, and what is the fallback?
- Why this option rather than a smaller, internal or vendor alternative?
- Which teams must participate, and what work will be delayed?
- Who owns benefits after delivery, and when will we review them?
PMI’s executive-buy-in guidance captures the standard: “As soon as you start struggling to answer an executive’s question, you start losing credibility,” attributed to Martin Webster of Leicestershire County Council. Anticipate those questions and keep the supporting calculations accessible.
Make the final request unambiguous
End with a decision sentence that specifies the amount, authority and next step: “Approve up to $180,000 for discovery and implementation, appoint the operations director as sponsor, and authorize a November start, subject to the discovery gate.” If you need only discovery funding, ask for that rather than seeking approval for an unvalidated full rollout. Sinikka Waugh’s advice, quoted in the same PMI article, is to get to the bottom line first and go into project specifics when requested.
A practical pitch structure
- Decision requested: one sentence.
- Business problem and urgency: evidence, affected groups and consequences.
- Desired outcomes: measures, targets, owners and dates.
- Options: status quo and credible alternatives on consistent criteria.
- Recommended route: rationale and trade-offs.
- Costs and funding: implementation plus ongoing ownership.
- Delivery plan: milestones, dependencies and decision gates.
- Risks and assumptions: material uncertainties, mitigations and owners.
- Approval and next step: exact authority, amount and date.
Following these five practices improves the quality of the decision without guaranteeing approval. A strong pitch makes value, affordability, feasibility and trade-offs explicit so a sponsor can approve, reject or reshape the proposal with confidence.
