The restrictions were historical: the FAA ended the order effective November 17, 2025. For travelers affected by a cancellation or major schedule change, the practical questions are whether to accept a replacement flight and how to request a refund if you do not.
What happened to flights during the 2025 shutdown?
On November 6, 2025, the U.S. Department of Transportation said the FAA had ordered airlines and other operators to reduce flights by 10 percent at 40 high-traffic U.S. airports. The agency expected the order to cause thousands of cancellations; that was a forecast, not a final cancellation count. DOT’s notice also said capacity-management cancellations or delays resulting from implementing the order could be reported as national aviation system (NAS) disruptions.
American Airlines described the shutdown as lasting 43 days. In its own account, the shutdown caused widespread delays and cancellations beyond the FAA-required cuts and affected hundreds of thousands of its customers. Those are American’s estimates about its own operation, not a comparable measure against Delta. American’s statement said operations had improved in the final days before publication and that the airline expected to recover quickly.
The FAA announced on November 16, 2025 that it would terminate the emergency order at 6 a.m. the following day, citing a decline in staffing-trigger events after the shutdown ended. The announcement said normal operations could resume. Read the FAA announcement. This was a historical order, not evidence of a current shutdown-related flight-reduction order as of October 4, 2026.

Did American Airlines and Delta lead the disruption totals?
The evidence does not support a ranking. The reviewed official sources provide no directly comparable American-versus-Delta totals for cancellations or delays, and the claim that the two airlines jointly “led” depends on a measure the headline does not define. American reported its own customer impact. Delta’s passenger-support guidance describes how it handles disrupted trips, not its comparative disruption totals.
A fair ranking would need dated figures covering the same period and scope—for example, whether the data include regional partners, which airports and routes they cover, and whether they count only FAA-mandated reductions or all causes. Systemwide FAA and DOT figures cannot by themselves show which airline had the largest disruption.

What should American and Delta passengers do after a cancellation?
American Airlines
American directs passengers to check their trip in its app, on its website, or at an airport kiosk. After a cancellation or missed connection, it says it will rebook the traveler on another flight when seats are available. Review the changed itinerary and available options before deciding whether to travel or seek a refund. American’s travel alerts and options explain its process.
Delta Air Lines
Delta says it attempts to rebook passengers after a cancellation or significant delay. Passengers can review the alternatives; if they are dissatisfied, Delta’s guidance says they may cancel the rebooked flight and request a refund for the unflown portion in the circumstances described on its page. When can you get a refund instead of taking a replacement flight?
DOT says a passenger who does not accept an alternative after a cancelled or significantly changed flight is entitled to a refund, regardless of the cause of the disruption. A refund is different from meals, hotel stays, or other customer-care benefits: those commitments depend on the airline’s stated policies and generally concern disruptions within its control. DOT says customer-service commitments do not apply when the cause is the national aviation system, and its 2025 notice allowed qualifying capacity-management disruptions caused by implementing the FAA order to be reported as NAS.
If you reject the replacement itinerary, follow the refund instructions promptly and identify who sold you the ticket. If you bought it through a travel agency, check who the merchant of record is and which channel must process the refund. Its airline customer-service dashboard is useful for comparing commitments on controllable disruptions, not for ranking shutdown-related NAS disruptions.

- Keep access to the airline app, email, and text alerts so you can see itinerary changes and rebooking options.
- Save your booking details and receipts for expenses you choose to incur; do not assume meals or lodging will be covered when the disruption is attributed to the national aviation system.
- Keep your phone charged, since airline updates and refund instructions may arrive electronically.
- If you have travel insurance, check the policy’s covered events and exclusions. The available information does not establish whether a particular policy covers a government shutdown, FAA restrictions, or air-traffic-control issues.
