Apartment landlords can use a short free-rent period, waived fees, included utilities, an amenity, or a smaller deposit while keeping the advertised base rent unchanged. The concession is still a real discount, so the safe approach is to calculate net effective rent for the entire lease, compare it with vacancy and turnover costs, and decide whether the offer is likely to produce a credible renewal—not merely a high face rent.
What a concession is—and why the advertised rent can mislead
A concession is anything given to a resident that reduces the cost or improves the terms of a lease. Common examples include a free month, a rent credit, free utilities, a parking space, waived application or move-in fees, and a reduced security deposit. The lease may still show a monthly base rent of $2,000, but if the resident receives $2,000 in free rent, the owner has collected less than 12 months of that face rent.

For that reason, track two figures separately:
- Face or scheduled rent: the monthly amount written in the lease and used in advertising.
- Realized or net effective rent: what the owner actually expects to collect after all concessions and credits over the stated term.
Keeping the face rent high does not guarantee that future residents or renewing residents will accept it. Renewal decisions depend on competing homes, the resident’s experience, income, local rules, and the credibility of the proposed renewal price.

How to calculate net effective rent
For a fixed lease term, use this calculation:
Net effective monthly rent = (total scheduled base rent − concession value) ÷ number of months in the lease term.

The result is an economic comparison, not a statement about the legal rent that may be charged later. It also excludes utilities, fees, vacancy, repairs, financing, and other operating costs unless you deliberately include them in a broader model.
Example: one month free on a 12-month lease
Suppose the scheduled rent is $2,000 for 12 months. Scheduled base rent is $24,000. A one-month concession is worth $2,000, leaving $22,000 collected over the term. Dividing $22,000 by 12 gives a net effective rent of $1,833.33 per month. The resident may pay $0 in one month and $2,000 in the other 11 months, or the credit may be spread across invoices; the lease should state exactly how it works.
A landlord offering $1,833.33 every month would produce the same base-rent revenue over that 12-month term. The two offers can have different marketing, renewal, accounting, and legal effects even though the arithmetic is equal.
Compare the concession with a monthly reduction
Model a one-time incentive and an equivalent monthly reduction over the same term. For a 12-month, $2,000 lease, the $2,000 free month is economically equivalent to reducing rent by $166.67 per month for all 12 months. If the resident leaves early, a free-month structure and a monthly reduction may produce different outcomes, so include the lease’s early-termination and credit provisions in the model.

Concession options that preserve the stated base rent
Each option has a different cash cost, perceived value, and administrative burden. The available evidence does not establish that any one form consistently produces better retention or profit; evaluate the options at the property and unit level.
| Concession | How it is usually delivered | Owner’s direct cost | Effect on effective rent | Questions to check |
|---|---|---|---|---|
| Free-rent period | One or more rent-free days or months, often tied to a lease start date | The scheduled rent for the free period | Reduces collected rent by the stated credit | Is the credit applied at move-in, at the end, or across invoices? What happens if the lease ends early? |
| Rent credit | A fixed dollar credit applied to one or more rent statements | The credit amount | Credit divided by lease months lowers the term’s average collection | Is the credit refundable, transferable, or conditional on timely payment? |
| Free utilities | Owner pays specified utilities for a defined period or up to a stated cap | Expected utility cost, including usage volatility | Depends on actual bills, so it cannot be calculated from base rent alone | Which utilities, what cap, what overage rule, and what documentation are required? |
| Amenity or parking inclusion | Free parking, storage, internet, or another on-site service | Foregone fee or incremental operating cost | Convert the expected dollar value into a lease-term credit for comparison | Is the amenity available for the full term, and can it be withdrawn or substituted? |
| Fee waiver | Application, administration, move-in, pet, or other listed fee is waived | The waived fee | One-time fee divided by lease months | Are all fees and waivers disclosed consistently in advertisements and the lease? |
| Reduced deposit | Lower security deposit or a deposit installment plan | Usually a cash-flow or credit-risk concession rather than a rent discount | Do not treat it as rent reduction unless money is actually forgiven | Follow deposit limits, trust-account, refund, and insurance rules where applicable |
For a fair comparison, estimate the dollar value of every item. A parking space is not “free” to the owner if it displaces a paying parker; free utilities are not a fixed discount if the owner accepts unlimited usage.
When market conditions make concessions more useful
Concessions become more common when owners compete for a limited pool of qualified applicants. National figures provide context but are not a local pricing rule because the datasets measure different things and cover different dates.

Fannie Mae said the concession level remained below one month’s free rent, or 8.3% of asking rent.
- Fannie Mae’s December 2024 commentary estimated the concession value at 8.2% of asking rent in October 2024, up from 7.3% in October 2023.
- A Zillow national table reported concessions on 38.8% of U.S. rental listings in January 2026, just below that report’s January 2025 record of 41.1%.
- HUD’s National Comprehensive Housing Market Analysis, as of January 1, 2024, reported a 7.5% national apartment vacancy rate and 1% average effective-rent growth in 2023. HUD attributed softness in part to apartment completions outpacing absorption.
These percentages should not be combined into one current national benchmark: they refer to units, listings, or estimated concession value, and to different periods. As Zillow senior economist Orphe Divounguy put it, “When supply expands and vacancies rise, property managers have to adjust on both price and terms.” Use local traffic, competing listings, signed leases, and your own vacancy days to set the offer.

A decision process that protects long-term rent economics
- Define the objective. Decide whether the offer is intended to fill a specific vacant unit, attract a lease start in a slow month, compensate for an undesirable feature, or reduce turnover. Do not offer a concession without naming the measurable problem it is meant to solve.
- Set boundaries. Limit the offer by unit, lease-start date, lease length, applicant eligibility, and expiration date. State whether it applies to new leases only or also to transfers and renewals.
- Price the alternatives. Calculate the dollar value of a free period, fee waiver, utility allowance, amenity, deposit reduction, and equivalent monthly discount. Use the same lease term for every option.
- Estimate avoided costs. Compare each offer with the expected cost of leaving the unit vacant: lost rent, advertising, showings, make-ready work, utility carrying costs, leasing commissions, and the probability of a longer vacancy. Include turnover costs if the alternative is losing a current resident.
- Test renewal economics. Model the likely renewal offer using local comparables and the resident’s payment history. A high face rent followed by a large recurring concession can create a renewal shock if the resident experiences the concession as permanent.
- Write the terms precisely. Put the concession amount, timing, eligibility, repayment or clawback conditions, and treatment after an early move-out in the lease or an attached addendum. Ensure advertisements match the written terms.
- Measure the result. At the property level, track signed face rent, signed effective rent, days vacant, lease-up time, renewal acceptance, turnover cost, and concession cost. Review cohorts by unit type and lease-start month rather than relying on a single successful lease.
One month free versus a lower monthly rent
A one-month concession can preserve the advertised number and may be easy for a prospective resident to understand. It also concentrates the discount in one period, which can help an owner target a specific move-in date. A lower monthly rent is more transparent in cash-flow terms and may feel more stable to a resident, but it changes the quoted price that future prospects and renewing residents see.
Neither structure is automatically superior. Compare them on six axes:
- Dollar cost: calculate the exact credit or reduction, including likely utility or amenity costs.
- Full-term effective rent: use the lease-term formula rather than the advertised rent.
- Resident-perceived value: a free month may be more salient than a small monthly reduction, while a lower recurring bill may be easier for a budget-constrained resident to manage.
- Advertised and renewal pricing: determine what number will appear in listings and how a resident will interpret the next offer.
- Vacancy time plausibly avoided: compare the offer with the cost and probability of additional vacant days.
- Administration and legal requirements: confirm disclosures, addenda, accounting, and program restrictions.
The cited market sources do not rank these structures by retention or profitability. Your signed-lease and renewal data must supply that answer.

Amenities and parking
Describe the exact item, location, access hours, replacement rules, and duration. If parking normally rents for $150 per month and is included for six months, model a $900 concession only if the space would otherwise have been rented at that price. If demand is weak, its opportunity cost may be lower.
Fee waivers
List the fee being waived and its dollar amount. A fee waiver is often easy to audit, but local advertising and consumer-protection rules may require the all-in price or prominent disclosure of conditions.
Reduced deposits
A deposit reduction generally changes the owner’s security position rather than reducing rent. Model the risk of unpaid charges and damage, follow applicable deposit caps and handling rules, and do not call the amount “free” unless it is actually forgiven.
Legal, disclosure, and program checks
The correct wording depends on the property’s jurisdiction and program. Before publishing or applying an offer, check:

Because no location or property program is specified here, there is no single legal formula that applies everywhere. Have local counsel or the relevant housing agency review the wording when the rules are unclear.
Pitfalls that make a “high rent” strategy backfire
- Confusing face rent with realized rent: a $2,000 lease with $2,000 in credits did not produce 12 months of $2,000 rent.
- Ignoring renewal credibility: residents may reject a sharp increase when a concession expires, especially if comparable homes still offer incentives.
- Offering an indefinite promotion: open-ended terms make cost and eligibility inconsistent and can create disclosure problems.
- Underpricing variable benefits: unlimited utilities or a heavily used amenity can exceed the value assumed in the pro forma.
- Failing to document early move-out treatment: unclear credits can trigger disputes over repayment and collections.
- Using national data as a local rule: the 2024 and 2026 figures above describe different markets and measures; they do not tell you what one building should charge.
- Measuring only occupancy: a filled unit can still underperform after concession cost, turnover, and later renewal loss are included.
A practical worksheet for each unit
Before approving an offer, record the following in one calculation sheet:
- Scheduled monthly rent and lease months.
- Total scheduled base rent.
- Each concession, its timing, and its dollar value.
- Net effective rent for the term.
- Expected vacancy days without the offer and with the offer.
- Make-ready, leasing, utility, and turnover costs under each scenario.
- Expected renewal rent, renewal probability, and any likely renewal concession.
- Legal or program approval required and the person responsible for it.
Approve the offer only after the scenario with the concession is better than the realistic alternative—not merely better than an unrealistic assumption of immediate full-price occupancy.
