The best custom software partner depends on what you need built, how complex it is, and how much product direction your own team can provide. For large enterprise programs, compare global integrators such as Accenture and IBM; for complex product engineering, consider EPAM, Thoughtworks, Globant, or Endava; for additional engineering capacity, assess BairesDev and similar dedicated-team providers. Smaller projects may be better served by a specialist agency—or by a low-code platform such as Microsoft Power Apps—than by a multinational consultancy.
There is no objective universal ranking of “streamlined” developers. The shortlist below groups companies by likely fit and explains what to validate before signing. Gartner’s 2025 market evaluation includes several of these providers, but inclusion is not an endorsement or a guarantee of fit for your project. What “streamlined” custom development should mean
A streamlined provider reduces avoidable uncertainty and handoffs; it does not simply promise to write code quickly. Gartner describes custom software development services as designing, building, modernizing, or iterating custom applications and products, including work assembled from platforms, APIs, and reusable components. Gartner’s market definition
In practice, look for a partner that can turn business goals into testable requirements, identify a useful first release, surface integration and compliance risks early, and demonstrate working software in short cycles. The team should automate testing and deployment where appropriate, explain architecture trade-offs in business terms, and define what happens after launch.
- Documented requirements linked to acceptance criteria.
- Early assessment of technical, data, regulatory, and integration risks.
- Frequent demonstrations and a visible backlog.
- Automated tests, deployment controls, and security review suited to the application’s risk.
- A clear maintenance, ownership, and handover plan.
“Agile,” “AI-powered,” a low hourly rate, and a large developer headcount do not by themselves establish that delivery will be efficient or reliable.
Choose the delivery model before choosing a vendor
Global systems integrators
Accenture, Capgemini, Cognizant, IBM, TCS, Infosys, HCLTech, Wipro, and NTT DATA are worth considering when custom software is one part of a wider program involving cloud, security, enterprise platforms, data, multiple countries, or managed operations. Their breadth and staffing capacity can help with complex governance and scale. The trade-off is that procurement, layered management, and formal governance may be unnecessary overhead for a small product team. Ask who will actually deliver, not only who presents the proposal.
Digital engineering and product-development specialists
EPAM, Thoughtworks, Globant, and Endava are candidates when the work calls for product engineering, modernization, cloud-native architecture, design, or integrated data and engineering. These firms may bring more than coding capacity, but the client still needs clear product ownership. Validate the proposed team’s comparable experience and the actual delivery method rather than assuming a specialist’s reputation applies to every engagement.
Dedicated teams and engineering outsourcing

This model works best when your organization can set priorities, make product decisions, and provide technical oversight. A large talent pool is not proof of strong product ownership, low turnover, or consistent quality on the specific team assigned to you.

EPAM: complex engineering and modernization
EPAM is a candidate for complex product engineering and large modernization programs, and Gartner included it in its 2025 custom software development evaluation. Thoughtworks: product development and delivery transformation
Thoughtworks is a candidate when you need product strategy, agile product development, architecture, modernization, or changes to how engineering is delivered. Gartner includes the firm in its 2025 evaluation and reviewed-vendor category. Poor fit if: You only need a few inexpensive developers to complete a well-defined backlog.
Globant: digital products and AI-enabled experiences
Globant markets custom software development and CODA, a suite of AI agents, tools, and assistants across the software-development lifecycle. Its service page also states that it operates across 36 countries and six continents; those are company-reported footprint figures and can change. Poor fit if: You need a straightforward internal application for which low-code or a smaller specialist would be sufficient.
Endava: distributed delivery and modernization
Endava is a candidate for digital engineering, integration, and modernization. Gartner included it in its 2025 evaluation. Poor fit if: A small project depends on a highly local, hands-on partner and the proposed delivery arrangement cannot provide that.
BairesDev: dedicated capacity and team extension
BairesDev describes services spanning architecture, legacy modernization, cloud-native development, APIs and integration, backend development, testing, DevOps, staff augmentation, dedicated teams, and software outsourcing. It says teams can be assembled two to four weeks after signature; that is a vendor claim, not a guaranteed staffing or delivery time. When Clutch’s U.S. directory was updated in August 2026, it showed BairesDev at 4.9 from 63 reviews, a $50,000+ minimum project size, a $50–$99 hourly band, and a team size of 1,000–9,999. These are directory signals for that listing at that time, not a quote or a guarantee about your assigned team. Poor fit if: You want a partner to independently reshape business strategy and own product decisions without substantial client input.
Persistent Systems: enterprise applications and integration
Persistent appears in Gartner’s 2025 evaluation and its custom software development services vendor category. Poor fit if: The engagement is small and a local boutique can deliver the same scope with less overhead.

Consider a global integrator when the build is part of a multi-country rollout, regulated enterprise environment, complex outsourcing arrangement, or combined ERP, cloud, security, data, and application program. When custom software may not be the right purchase
Custom development is most defensible when software supports a competitive advantage, unusual workflows, deep integrations, or regulatory, performance, or ownership needs that available products cannot satisfy. If a standard product already meets the need, commercial software or SaaS configuration may be faster and less costly to maintain. Staff augmentation may be enough if your internal team owns the roadmap but lacks capacity.
For an internal workflow, Microsoft Power Apps is one alternative to building everything from scratch. Microsoft’s pricing page lists a free Developer Plan and a Premium plan at $20 per user per month paid yearly, along with a displayed $12 per-user price option for organizations meeting a 2,000-seat minimum. The page notes that pricing can vary by country, currency, region, and enterprise agreement. These are platform prices, not the cost of an implementation partner or a complete application. Before choosing low-code, include licensing and operating costs in the comparison: user counts, premium connectors, Dataverse capacity, environment governance, integration limits, offline requirements, performance at expected scale, and data export or exit options. Power Apps is not automatically the best choice for a differentiated consumer product, demanding real-time system, or workload that requires extensive infrastructure control.
Score vendors against evidence, not marketing
Rate each candidate from 1 to 5 on the criteria below, then multiply each score by its weight. Adjust the weights to fit the project: raise security and compliance for healthcare or financial services, discovery and flexibility for an MVP, migration and rollback for legacy work, and continuity for staff augmentation.

Prefer evidence in this order: reference calls with comparable clients; working software or a technical demonstration; detailed case studies with measurable outcomes; a named delivery team and architecture proposal; verified third-party reviews; vendor website claims; and anonymous rankings. Discovery and product ownership
- Which assumptions would you test first, and what would you exclude from version one?
- What are the largest delivery risks, and what artifacts will discovery produce?
- Who on our side must make product decisions, and how often?
Architecture and migration
- Why is this architecture preferable to a simpler option, and what are its trade-offs?
- How will the system behave under load, and how will it be observed in production?
- How will data ownership, portability, and vendor lock-in be handled?
- For legacy work, have you considered phased migration, parallel operation, regression testing, data reconciliation, and rollback?
Delivery, quality, and security
- How frequently will you demonstrate working software, and what delivery metrics can we see?
- What share of the team is allocated to us, and who reviews and approves code?
- Which tests run on every commit, who performs threat modeling, and how are dependencies and vulnerabilities managed?
- Which security and compliance responsibilities belong to the vendor, and which remain ours?
Team and commercial terms
- Who will do the work, and are they employees, contractors, or subcontractors?
- What is the replacement process, and what documentation is required before a team member leaves?
- Is the engagement fixed-price, time-and-materials, capped time-and-materials, dedicated team, or outcome-based?
- What is included, how are changes priced, and can we transition the work without punitive fees?
Match the contract to uncertainty and control
Fixed price
Fixed price can make budgeting easier when scope and acceptance criteria are stable. It can also encourage defensive specifications: changes may become expensive, exclusions can matter more than the headline price, and the vendor may prioritize contractual compliance over product learning. It does not remove technical risk.
Time and materials
Time and materials accommodates evolving scope and is often useful during discovery or early product development. It requires an informed client decision-maker and active budget oversight; an hourly rate alone does not indicate total cost.
Capped time and materials
A spending ceiling, paired with explicit assumptions and review points, can preserve flexibility while limiting exposure. Set rules for what happens when the cap is approached.
Dedicated team
A dedicated team can build domain knowledge over an ongoing roadmap, but the client still manages priorities and may pay for unused capacity. Agree on team composition, allocation, and continuity expectations.
Outcome or milestone-based terms
These can work when outcomes are measurable and both parties control the dependencies. Treat vague commitments to deliver “ROI” or business impact cautiously unless the contract defines measurement and responsibility.
Contract and delivery checklist
- Scope, assumptions, exclusions, deliverables, and acceptance criteria.
- Change-control process, estimate updates, and approval authority.
- Ownership and permitted use of source code, infrastructure, documentation, prompts, and test assets.
- Security controls, data processing terms, breach notification, and subcontractor disclosure.
- Named key personnel, allocation, substitution rights, and knowledge-transfer obligations.
- Deployment, monitoring, warranty, maintenance, incident response, and support hours.
- Service levels where needed, plus a clear handover and exit-assistance plan.
“Full-cycle” can mean anything from development through handover to continuous operations. Put post-launch obligations and ownership in writing instead of assuming they are included.

Red flags that deserve follow-up
- A very short MVP timeline without clear exclusions for security, accessibility, monitoring, data migration, admin tools, error handling, documentation, analytics, testing, deployment, rollback, and support.
- AI usage presented as proof of quality or speed. Ask which tools are used, whether client code or prompts reach external models, how generated code is reviewed, and who owns the deliverables.
- An impressive portfolio that does not identify the vendor’s actual role, constraints, team, timeline, or production results.
- Unspecified delivery staff, unexplained substitutions, or no access to the proposed technical lead.
- No comparable production references, unclear IP ownership, or an unusually low rate with no explanation of the team and included work.
- A modernization proposal that jumps straight to a rewrite without evaluating phased migration, regression coverage, data reconciliation, and rollback.
Globant describes its CODA offering as AI agents and assistants across software development, while BairesDev lists AI coding tools including Cursor, Claude Code, Codex, and GitHub Copilot. For example, BairesDev describes phased modernization, parallel operation, automated regression tests, and rollback planning. Treat that as a useful set of questions for any bidder; make the deliverables contractual if they matter to your project. BairesDev custom software services
A practical shortlist decision
- Need a global transformation? Compare Accenture, Capgemini, Cognizant, IBM, TCS, Infosys, and other integrators against the exact governance, geography, and operating needs.
- Need complex product engineering or modernization? Invite EPAM, Thoughtworks, Globant, and Endava to respond to the same scoped brief and name the delivery team.
- Need more engineering capacity? Evaluate BairesDev or a comparable dedicated-team provider for continuity, integration with your team, and total included cost.
- Building an internal workflow app? Test whether Power Apps meets the requirements and its long-term licensing and governance needs before commissioning custom code.

The right partner is the one whose actual team can demonstrate relevant delivery evidence, expose risks early, and accept clear responsibility for quality and handover—not simply the company with the broadest claims or most prominent ranking.
