Term vs. whole life insurance: how to compare coverage and costs

Choose based on two questions: How long must the death benefit last, and can you comfortably keep paying the required premium for that period? Term life covers a stated period and is generally the lower-cost way to cover a temporary obligation. Whole life is permanent, cash-value insurance intended to remain in force for life when its contract requirements are met, but it normally requires higher early premiums.

Neither policy is universally best. Compare the same death benefit and relevant coverage period, then examine guaranteed premiums and values, non-guaranteed illustrations, renewal and conversion rules, cash-value access, and what happens if you miss payments or surrender the policy.

Term and whole life at a glance

Comparison point Term life Whole life
Coverage period A stated term; the death benefit applies if the insured dies during that period. Examples of product durations include 10 or 20 years, but the contract controls. Intended to provide lifetime coverage, subject to the policy’s requirements, premiums and other contract provisions.
Premium pattern Generally lower-cost for a specific period. If renewed, the premium may rise and can be higher than the original amount. Generally higher early premiums. A level-premium design spreads the cost across the policy’s duration, but the exact schedule and payment period must be verified.
Cash value Generally has no cash value to use later. Builds cash value under the contract. Access, loans, surrender charges and tax consequences depend on the policy terms.
Key items to inspect Term length, renewal availability and age limit, the renewal premium schedule, and conversion deadline and terms. Premium guarantees, guaranteed cash-value schedule, non-guaranteed illustration assumptions, loan and surrender provisions, and whether premiums are payable for life or only a limited period.
Typical use to evaluate A finite need such as income support while dependents are young or during a defined financial obligation. A long-duration coverage need plus cash-value features, when the premium remains affordable under the actual payment schedule.

These are category-level comparisons, not a quote or a personal recommendation. Whole-life designs differ, and the policy contract and illustration—not a sales summary—control. The National Association of Insurance Commissioners (NAIC) describes term life this way: “Term life insurance is designed to provide lower-cost coverage for a specific period.” NAIC, October 12, 2026

How term life insurance works

A death benefit for a defined period

You select a death benefit and a term stated in the contract. If the insured dies while the policy is in force and all requirements have been met, the insurer pays the death benefit to the beneficiaries. When the term ends, coverage normally ends unless the contract provides another option.

Why the initial premium is usually lower

Term insurance is designed to cover a particular period rather than build cash value. NAIC describes it as generally more affordable than permanent insurance, particularly in early policy durations. That is a general comparison, not a promise about an applicant’s price. Age, health, underwriting, benefit amount, term, riders and the insurer’s contract affect an actual premium.

Renewable and nonrenewable terms

Some contracts allow renewal without a new medical qualification, including after a change in health. The renewal premium can be substantially higher, and renewal may end at a specified age. Ask for the actual schedule rather than assuming the first premium continues. If a policy is nonrenewable, continued coverage may require a new application, with new underwriting and pricing.

How whole life insurance works

Permanent coverage subject to the contract

Whole life is a cash-value form of permanent insurance. It is intended to continue for the insured’s lifetime if required premiums and other policy conditions are satisfied. “Permanent” does not mean a policy can never lapse: missed premiums, loans, withdrawals, surrender and other provisions can change or end coverage.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Cash value is a contract value, not a bank account

NAIC explains that cash value accumulates from premiums after fees and insurance costs. The policy may permit borrowing against that value. The amount available, interest charged, loan treatment, surrender value and effect on the death benefit all depend on the contract. A loan balance can reduce what beneficiaries receive and can contribute to lapse if it grows too large.

Guaranteed and non-guaranteed amounts

Separate the guaranteed schedule from any illustrated or otherwise non-guaranteed values. Ask which premium, cash-value and death-benefit figures are guaranteed, which depend on assumptions, and whether minimums apply. A projection is not a promise that the policy will reach the projected value.

Compare the coverage horizon before comparing prices

When a finite period is the real need

Start by identifying the years in which others depend on the insured’s income or a specific obligation must be protected. For example, a household may need income replacement while children are dependent or while a defined debt is being paid. A term policy can match that period instead of charging for lifetime coverage that the household does not need.

When the need may last for life

A permanent need—such as a benefit intended to remain available regardless of when death occurs—may justify examining whole life. The policy still has to be affordable under its full premium schedule, and the cash-value features must be useful enough to justify the added cost and complexity.

Allow for changing obligations

List current income contributions, debts, dependents and other obligations, then note when each is expected to change. NAIC advises considering how much family income the insured provides and how obligations may change over time. That timeline helps determine whether a single term, multiple terms with different end dates, or permanent coverage deserves consideration.

How premiums and total costs differ

Do not treat a general cost pattern as a quote

Official consumer guidance establishes the direction of the comparison—term is generally lower-cost for a specified period, while permanent insurance generally costs more early on—but it does not establish universal premiums, savings percentages, investment returns or a break-even age. Do not use an average rate from another applicant or an old consumer example as your expected price.

Compare like with like

  1. Request proposals with the same death benefit and, where practical, the same relevant coverage period.
  2. For term, record the initial premium, whether it is level, the renewal schedule, the maximum renewal age and any conversion charge or deadline.
  3. For whole life, record the required premium, how long it must be paid, guaranteed cash value and death benefit, and every non-guaranteed assumption in the illustration.
  4. List policy fees, riders, loan interest, surrender charges, reduced paid-up or other nonforfeiture choices, and the result of a missed premium.
  5. Test the payment against your budget in ordinary years and in a period of reduced income. A policy that works only if every future payment is made on an optimistic budget is not affordable.

Level premiums do not mean low total cost

A whole-life level-premium design may make payments predictable, but the early payment is generally higher because it supports lifetime coverage and cash-value accumulation. A term premium may be lower during the initial term yet rise on renewal or require a new policy later. Compare the cost pattern over the years you actually expect to need coverage rather than comparing only the first monthly payment.

Renewal and conversion: read the clauses

Renewal questions

  • Is renewal guaranteed, or does it require a new application and underwriting?
  • What is the premium at each renewal age, and does the schedule end at a stated age?
  • Does renewal preserve the same death benefit and riders?
  • Can the insurer change any other policy terms at renewal?

A renewable term policy can be valuable if health changes make new underwriting difficult, but the right to renew does not guarantee an affordable price. Obtain the actual renewal schedule before relying on the feature.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Conversion questions

Some term policies permit conversion to permanent or cash-value coverage during a stated period. Conversion premiums will generally be higher than term premiums. Confirm the final conversion date, the permanent products available, whether medical evidence is waived, how the new premium is calculated, and whether the converted amount can be less than, equal to or greater than the original death benefit. Do not assume every term contract includes conversion or that every permanent product is available in every jurisdiction.

Evaluate whole-life cash value and guarantees

What to request

Ask for the policy illustration and a schedule showing guaranteed values year by year. Request a separate explanation of illustrated non-guaranteed values, including the assumptions that produce them. The California Department of Insurance recommends obtaining the method used to determine cash value based on guaranteed values; its consumer life-insurance guide also discusses surrender considerations.

Accessing value

Find out whether access is through a policy loan, withdrawal, surrender or another method. Ask how interest is charged, whether a loan reduces the death benefit, how unpaid interest compounds, and what happens if the policy lapses with a loan outstanding. The amount shown as cash value is not necessarily the amount you can receive without charges.

Surrender and missed payments

Ask for the net surrender value at the points when you might realistically need to exit. Surrender charges can reduce the amount returned, particularly in early years. Ask how long a grace period lasts, whether the insurer automatically uses cash value to cover a missed premium, and which nonforfeiture choices apply. A policy can remain in force under one option while the death benefit or cash value changes, so obtain the written effect of each choice.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Premium duration

Some whole-life policies require premiums for life; others are designed for a limited payment period. A “paid-up” date or a shorter payment schedule does not make the policy free before that date. Confirm the required amount, frequency, final payment date and consequences of stopping early.

A step-by-step way to choose

  1. Define the purpose. Write down who needs the money, the obligations it would cover and whether the need ends at a known date.
  2. Set the benefit amount. Estimate the income contribution and obligations that would need replacing, and subtract resources that would remain available. Treat the result as a starting estimate, not a guaranteed formula.
  3. Set the coverage horizon. Match the term to the longest finite obligation, or identify why coverage may need to continue for life.
  4. Set an affordable premium ceiling. Use a payment amount that remains realistic if income, expenses or health-related costs change.
  5. Request comparable proposals. Hold benefit and relevant duration constant, and obtain the full policy forms, illustration and premium schedule.
  6. Check guarantees. Mark every guaranteed premium, benefit and cash value. Mark non-guaranteed figures separately and ask what assumptions could change them.
  7. Read exit routes. For term, inspect renewal and conversion. For whole life, inspect loans, surrender, nonforfeiture options and missed-premium provisions.
  8. Check the insurer and jurisdiction. For policy-specific questions, contact your state insurance department or a qualified licensed professional. State rules and available products can differ.
  9. Review before signing. Compare the application, illustration and contract for consistent benefit, premium, riders, exclusions and payment period. Keep copies of all documents.

Questions to ask an insurer

Questions for either policy

  • What death benefit is guaranteed, and under what conditions could it change?
  • What is the premium now, and what is the required schedule in later years?
  • What exclusions, contestability provisions or underwriting assumptions apply?
  • What happens after a missed payment, during the grace period and after a lapse?
  • Which policy values are guaranteed, and which are illustrated or otherwise non-guaranteed?
  • What fees, riders or charges are included?

Additional term questions

  • Is the policy renewable, nonrenewable or conditionally renewable?
  • What is the premium at every renewal stage, and at what age does renewal end?
  • Is conversion available, until what date, to which policies and at what premium basis?
  • Does conversion require new medical evidence or a new contestability period?

Additional whole-life questions

  • How much of the cash-value schedule is guaranteed?
  • How are illustrated non-guaranteed values determined, and can they be reduced?
  • Are premiums payable for life or for a limited period?
  • What is the guaranteed surrender value at each year?
  • How do loans and withdrawals affect cash value, premiums and the death benefit?
  • Which nonforfeiture options are available if premiums stop?

NAIC’s Life Insurance Buyer’s Guide recommends asking which parts of a premium or policy value are not guaranteed and whether minimums apply. Its life-insurance topic guide explains the broad differences between term, whole life, cash value and policy loans.

Replacing an existing policy without creating a gap

Do not cancel an existing policy merely because a new illustration looks cheaper or shows a cash value. Apply for and buy the replacement first, confirm that it is in force, and then follow the insurer’s replacement procedures. A change in health since the old policy was issued can make new coverage more expensive or unavailable. The new contract may also have different exclusions, contestability provisions, surrender schedules, guarantees and payment obligations.

Put the old and proposed policies side by side. Compare the remaining guaranteed benefits, premiums already paid, surrender value, outstanding loans, new underwriting outcome and the cost of keeping both policies during the transition. Ask a licensed professional or your state insurance department about replacement rules that apply where you live.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Illustrative decision patterns

The situations below show how to organize the decision; they are not automatic recommendations.

If the main fact is… Start by examining… Critical checks
Income support is needed only while dependents are financially dependent. Term coverage matched to that finite period. Benefit adequacy, term end date, renewal cost and whether a later conversion option matters.
A debt or obligation has a known payoff horizon. Term coverage lasting through the obligation. Whether the balance could change, whether the term aligns with the payoff date and what happens if repayment is delayed.
Coverage is intended to remain available for life. Whole life and other permanent designs that fit the budget. Lifetime premium schedule, guaranteed values, surrender terms, loan treatment and affordability under adverse cash-flow conditions.
Health may change and future insurability is a concern. A term policy with clearly documented renewal or conversion rights, or a permanent policy if appropriate. Exact deadlines, age limits, underwriting requirements and the premium after exercising the option.

Common mistakes to avoid

  • Choosing from the first-year premium without checking renewal or lifetime payment costs.
  • Calling a projected cash value guaranteed.
  • Treating cash value as a separate savings account without accounting for fees, insurance costs, loans and surrender charges.
  • Assuming every term policy is renewable or convertible.
  • Assuming a renewable policy will remain affordable after the initial term.
  • Stopping whole-life premiums without learning the grace period and nonforfeiture consequences.
  • Comparing different death benefits or different coverage periods and calling the cheaper proposal a fair price comparison.
  • Replacing existing coverage before the new policy is issued and confirmed in force.
  • Relying on a generic premium example instead of an illustration and contract for the actual applicant.

Bottom line

Choose term when the need is temporary and a lower initial cost is the priority, after verifying renewal and conversion limits. Examine whole life when the need is intended to last for life and its cash-value features justify a higher, sustainable premium. In either case, decide from the coverage horizon and guaranteed contract terms first; use illustrations, renewal schedules and surrender information to understand the cost, and never give up existing coverage until replacement protection is active.
